A leading Local Government body who encourage personal development, offer great benefits and are a compassionate employer require a Lead Compliance Officer Fire Safety and Asbestos in Greater London (South West) to act as the point of contact for staff, peers in other organisations and other stakeholders regarding all matters of Fire Safety and Asbestos Management.
Duties for the role of Lead Compliance Officer Fire Safety and Asbestos in Greater London (South West) include:
* Approach - Manage a team with a risk based approach to ensure that Fire Risk Assessments, as well as Asbestos Surveys are managed in accordance with relevant Regulations and the resulting remedial actions are carried out within the required timescales.
* Compliance - Ensuring the organisation remains legally compliant in line with government regulations and guidance.
* Programmes - Manage the Fire Risk Assessment programme, Asbestos re-inspection programme and asbestos register, with particular emphasis on ensuring review dates are met and all actions are logged with the correct priority.
* Remedial Works - Ensure that any programme of asbestos and fire safety-related remedial works are monitored, delivered on time and measured against clearly defined success parameters, ensuring performance issues are promptly and appropriately addressed, highlighting potential impact on current and future budget requirements. Ensure the project team, and project managers, place orders and processes invoices as required according to relevant procedures.
* Liaison - Liaise with colleagues, residents and other departments as appropriate, to ensure timely and effective management of fire risk assessment remedial actions; highlighting potential impact on future budget requirements. Act as the main point of contact with the London Fire Service and provide input as required to other enforcement agencies.
* Enquiries & Complaints - Deal with enquiries and complaints advising and dealing sympathetically with them, ensuring adequate consultation and liaison. Respond to complex and official complaints and Members’ enquiries within prescribed timescales and produce reports and place all appropriate orders as required.
* Intra-Borough Collaboration - Work closely with the Estates team, Housing Officers and Sheltered Housing Officers, allocating and managing relevant actions and ensuring completion of actions and timely updating of databases.
* Contributing - Contribute effectively to the training and motivation of new and existing staff and ensure colleagues are aware of current regulations, procedures, practices and instructions. Maintain suitable records concerning progress.
* Specifications, etc - Work with colleagues to ensure specifications, schedules of work, any cost/estimates and works order/contracts comply with appropriate legislation, codes of practice, British/European standards, the Council's Standard, the Council’s Standing Orders and financial regulations.
* Reports - Compile reports for the Head of Property and Senior Management Team regarding progress, new legislation, financial impact and emerging issues. Produce reports for the Head of Property and Senior Management Team and Stakeholders regarding progress, new legislation, budget projection and emerging issues.
* Meetings - Represent at and/or Chair meetings (local or regional) regarding current and emerging Fire Safety policy or Asbestos Management plans.
* National Direction - Work with colleagues to ensure that recommendations from the Fire Safety Act are embedded into the clients working practices, in line with emerging policy.
* Professional Development - Maintain awareness and manage and implement changes in relevant legislation from local and central government and the fire service, ensuring this is quickly assessed and circulated throughout the organisation. Ensure CPD requirements of any professional body-memberships are met with own-time study or activities as appropriate.
* Technical Awareness & Contribution - Working with the maintenance team to ensure specifications, schedules of work, any cost/estimates and works order/contracts comply with appropriate legislation, codes of practice, British/European standards, the Poole Standard, the council’s Standing Orders and financial regulations.
* Corporate Approach & Identity - With emphasis on maintaining a consistent approach in relation to specification and performance standards, liaise with colleagues, and bring to the attention of senior staff any aspects demanding further action or resolution. Participate in discussions and meetings as necessary.
* Communication - Ensure effective communication with the wider business, stakeholders and residents to promote full understanding of Fire Safety and Asbestos policy. Ensuring that customers receive: - A customer focused service - Prompt, helpful and courteous services - Clearly explained standards of service - Delivery against the service standard. Work with colleagues to establish a robust communication process in relation to fire safety and asbestos management across or stock.
* Contract Management Skills - Demonstrate a competency for Contract Management via experience in managing a team of project managers as well other Compliance services related to Asbestos and Fire-Safety contracts to an advanced level.

Ability to prepare professional reports and presentations
Excellent written and verbal communications skills
Comprehensive understanding of all areas of fire safety and asbestos legislation, regulation and guidance, in particular as it relates to social housing
Knowledge of management for fire safety and asbestos compliance in communal and individual residential buildings, including the Regulatory Reform (Fire Safety) Order 2005, and the Control of Asbestos Regulations 2015
Knowledge of the Fire Safety Act and resultant guidance: Independent Review of Building Regulations and Fire Safety
Fire risk assessment and fire safety measures and controls within buildings and management of actions arising.
Knowledge of the Building Regulations and British Standards
Thorough working knowledge and proficient use of Microsoft Office Suite / Google Drive and Documents
Current knowledge of the Control of Asbestos Regulations, Approved Code Of Practice and HSE Guidance (Managing and working with asbestos L143)
Familiarity with the Housing Health and Safety Rating System (HHSRS)
Familiarity with Construction and Design Management (CDM) Regulations
Construction and/or Property related Qualification (degree level or equivalent) or minimum 5 years’ experience in an equivalent role.
NEBOSH Certificate in Fire Safety & Risk Management.
P405/402 asbestos qualification or willingness to attain qualification within 6 months of role commencement funded by the Council.
Strong familiarity with reading and interpreting FRAs and developing them into defensible plans - a minimum of 5 years experience at this level
Preparation of work specifications and drawings and submission of planning applications related to Fire Safety or Asbestos management works
Experience of managing maintenance programmes for asbestos and Fire Safety Works
Understanding of Contract Management and experience of partnering type contracts.
Experience of managing a team giving clear guidance and direction on budgeting management
Potential to develop effective working relationships with a varied customer and partner groups
