Procurement Manager (M&E, Data Centre & Pharmaceutical Projects)
Location - Dublin, Limerick or Galway
Job Summary
The Procurement Manager will be responsible for overseeing the end-to-end procurement and supply chain process for M&E goods, equipment, and services across complex, highly-regulated projects, including data centres and pharmaceutical facilities. The core objective is to ensure value for money, minimise risk, and guarantee compliance with all relevant industry regulations and internal policies, while supporting project delivery on time and within budget.
Key Responsibilities
* Strategic Sourcing: Develop and implement project-specific procurement strategies for all M&E major equipment and general contracts, in alignment with key internal stakeholders and project managers.
* Supplier & Contract Management: Lead the supplier selection (including pre-qualification) and tender processes (RFQs/RFPs). Negotiate contracts, pricing, and terms with suppliers and subcontractors to secure the best commercial outcomes while ensuring adherence to contracting principles.
* Regulatory Compliance: Ensure all procurement activities comply with relevant legislation and specific industry standards, such as Good Manufacturing Practice (GMP) and Good Distribution Practice (GDP) for pharmaceutical projects, and the specific operational requirements (e.g., uptime, Tier compliance) of data centres.
* Risk Management: Identify and mitigate supply chain risks, including material shortages, supplier delays, or disruptions, and develop contingency plans.
* Cost Management & Efficiency: Drive cost savings and value generation through effective negotiations, demand management, and value-for-money reviews of existing contracts. Monitor and forecast price trends and their impact on future activities.
* Stakeholder Collaboration: Build and maintain strong relationships with internal teams (design, construction, finance, legal) and external suppliers to ensure seamless project delivery and alignment of procurement activities with overall business objectives.
* Performance Monitoring: Monitor and report on supplier performance using key performance indicators (KPIs) such as on-time delivery rates, product quality, and cost savings achieved.
* Documentation & Reporting: Maintain accurate procurement records, contracts, and documentation, utilising procurement software and systems (e.g., P2P, tender portals, contract databases).
* Team Leadership: Manage and coach a team of procurement professionals, promoting best practices and professional development within the department.
Required Skills & Qualifications
Experience:
* Extensive procurement experience at a senior level within a complex environment.
* Proven experience working for an M&E contractor or within the construction/engineering industry.
* Specific experience in sourcing for data centre infrastructure deployments and/or pharmaceutical projects is essential.
* Demonstrable track record of delivering cost savings and managing complex supplier relationships.
Qualifications:
* A Bachelor's degree in Business Administration, Supply Chain Management, or an equivalent qualification is generally required.
* Ideally, full professional membership of the Chartered Institute of Procurement & Supply (CIPS) (MCIPS) or working towards it.
Skills:
* Exceptional negotiation and analytical skills.
* Strong commercial and financial acumen.
* Excellent communication, interpersonal, and presentation skills.
* High proficiency in IT, particularly Microsoft Excel and procurement-specific software.
* Strong project management and risk management capabilities.
* Ability to work under pressure, manage multiple priorities, and meet strict deadlines
