Housing Enforcement & Homelessness Prevention
A Surrey-based Local Authority is seeking a Tenancy Enforcement Officer to join its Housing Service. This role sits between Private Sector Housing and Housing Options, making it ideal for candidates with experience in housing enforcement, anti-social behaviour (ASB) investigations, homelessness prevention, tenancy sustainment, or the private rented sector.
As a Tenancy Enforcement Officer, you will play a key role in protecting tenants, preventing homelessness, enforcing housing legislation, and tackling tenancy-related issues across the borough. You will work closely with Housing Options, Environmental Health, landlords, legal teams, and external agencies to improve housing outcomes and ensure compliance with housing law.
Key Responsibilities
Anti-Social Behaviour (ASB) Investigations
Investigate and manage complex ASB cases including noise nuisance, harassment, neighbour disputes, intimidation, and tenancy breaches.
Work with partner agencies to resolve community safety concerns and protect vulnerable residents.Housing Enforcement & Tenancy Management
Enforce tenancy agreements and housing legislation across the private rented sector.
Issue warnings, notices, and undertake formal enforcement action where necessary.
Investigate tenancy fraud and breaches of housing obligations.Private Sector Housing & Tenant Protection
Protect private renters from illegal eviction, landlord harassment, unlawful practices, and poor property management.
Support compliance with housing legislation, including the evolving Renters' Rights framework.
Work proactively with landlords and agents to improve housing standards.Homelessness Prevention & Housing Options
Bridge the gap between Housing Options and Private Sector Housing services.
Support tenancy sustainment and early intervention initiatives to prevent homelessness.
Identify and resolve tenancy issues before they escalate into homelessness cases.Legal Proceedings & Enforcement Action
Gather evidence, interview witnesses, and conduct property inspections.
Prepare legal case files, court bundles, statements, and enforcement documentation.
Represent the council in court proceedings, injunction applications, possession hearings, and tribunals where required.About You
Experience working as a Tenancy Enforcement Officer, Housing Enforcement Officer, ASB Officer, Private Sector Housing Officer, Housing Officer, or similar Local Authority housing role.
Strong knowledge of housing legislation, landlord and tenant law, ASB procedures, and homelessness prevention duties.
Experience managing complex enforcement cases and preparing legal documentation.
Excellent communication, investigation, negotiation, and case management skills.Contract Details
