Job Summary
We are seeking a highly experienced Interim Head of Highways to lead the strategic and operational management of a large Highways division. This role provides a unique opportunity to support a diverse and evolving borough during a period of transition, ensuring continuity in the delivery of essential highways services and infrastructure management.
You will be working in a dynamic, multi-faceted environment that includes vibrant urban centres and rural areas, with ongoing major developments, public realm improvements, and significant investment in transport and infrastructure.
About the Service
Highway Operations is a major division within the Planning, Growth & Infrastructure function. The service provides operational capacity to manage the highway network, infrastructure, bridges, drainage systems, and associated assets. It also delivers consultancy services covering the design, project management, and supervision of civil engineering projects from inception through to completion.
The division is responsible for maintaining over 500 kilometres of highway network, 30,000+ street lighting assets, and hundreds of bridges and structures. The team ensures legal and regulatory responsibilities are met in accordance with the Highways Act and related legislation.
Key Responsibilities
Lead and manage all aspects of highway operations, including strategic planning, service delivery, and compliance.
Oversee the management and maintenance of the highway network and associated assets, including highways structural maintenance and winter services.
Lead on highway asset management and lifecycle planning to ensure long-term sustainability.
Manage capital and revenue programmes related to highways and infrastructure.
Oversee the performance and management of service contracts, including a street lighting PFI contract.
Drive continuous improvement and innovation within service delivery and ensure alignment with broader infrastructure and transport goals.
Provide expert professional advice to internal and external stakeholders.
Contribute to the Senior Leadership Team, supporting wider corporate objectives and collaborationBefore You Apply
