Operations Manager
Cardiff, CF10, with hybrid working following training & probation
Free On-Site Parking, subject to availability
Fixed Term until November 2026, with genuine potential for this to be extended in 5-year increments
Full Time, 37.5 hours per week, Monday – Friday. (On occasion, you may be asked to work outside of core working hours. This will be communicated in advance).
£36,400 plus bonus of up to 4% of salary related to performance

The Role:
As Operations Manager, you’ll lead on ensuring Cardiff’s public spaces are well-maintained, attractive, and accessible. Working closely with key stakeholders, local authorities, and businesses, you’ll oversee street cleaning, safety initiatives, public realm enhancements, and operational projects.
Responsibilities:
* Delivery of the Place Management workstream programme and budget, including the development and delivery of an annual plan, with support from the Associate Director.
* Managing the Place Management working group, ensuring a strong membership and skill set spread from member businesses representatives.
* Collaborate with partners to coordinate an organised response to the challenges facing the city and businesses in the nighttime economy.
* Work with the business engagement team to spread awareness of the place management initiatives to boost buy in and engagement.
* Nurture relationships with partners to enhance the success of place management projects and campaigns.
* Manage partners and contractors ensuring the delivering of the action plan runs on time and within budget.
* Work with colleagues to support on the roll out of projects and business crime initiatives.
* Work with the Radio Supplier to ensure the successful management of the city’s radio scheme. Championing the scheme to new businesses to expand the scheme. Oversee member compliance with protocols and policies.
* Support the team to provide communication content to promote best practice or share key messages on place management initiatives and projects.
* Oversee operational public realm projects across workstreams such as street furniture and Christmas installations to create a more welcoming environment.
Skills & Experience:
* Experience in facilities management, public realm operations, or urban regeneration.
* Project/operations management, business planning and budget management skills.
* An understanding of Business Improvement Districts and a genuine appreciation of Cardiff as a as an area to live, work and visit.
* A proactive, hands-on approach with a passion for improving city environments.
* Experience of managing and controlling budgets.
* Experience in engaging and influencing public and private stakeholders.
* A practical thinker with demonstrable experience of bringing forward solutions to challenges.
* Able to communicate professionally and confidently to a range of stakeholders.
* A strong team player with experience of partnership working.
* Appreciation of the challenges and opportunities facing cities and Wales.
* Knowledge of issues facing cities ranging from operational to government.
* Initiative-taking and self-motivated, ability to prioritise own workload and to work to tight deadlines.
* Able to produce clear, succinct and well-structured written work.
* Able to reach sound judgements after careful consideration and systematic evaluation of relevant facts.
* Ability to apply available resources in an organised manner, translating plans into action and objectives into realities.
* Able to meet deadlines and targets, demonstrating an ability to achieve despite challenges or obstacles.
