About the Role:
The Royal Borough of Kingston is seeking a Principal Planning Officer (Development Management) to support work related to a key infrastructure project involving Thames Water. This is a career-graded position (Grade D-J), with progression based on performance and the Career Grade Scheme criteria.
You will work within the Strategic Planning and Infrastructure team, covering functions such as Development Management, Planning Enforcement, and Spatial Planning. The role supports a wide range of activities-from handling planning applications to preparing planning policy documents and public engagement.
Key Responsibilities:
Development Management:
Process planning, listed building, and advertisement consent applications
Conduct site visits, public consultations, and negotiations
Prepare committee and appeal statements
Investigate planning enforcement cases and assist with appeals
Planning Policy:
Assist in preparing the Local Plan and related documents
Contribute to planning briefs and topic papers
Support survey, analysis, and public participation exercises
Monitor development and maintain statistical data
Enforcement:
Investigate breaches of planning control and monitor planning conditions
Gather evidence for prosecutions and appeal hearings
Project Work:
Assist in developing site briefs, area strategies, and major applications
Engage in public co-design and consultation activities

Experience in planning, preferably in a local authority setting
Strong communication and analytical skills
Ability to work across different planning disciplines
Customer-focused and collaborative approach
Digital literacy, including confidence with tools such as Google Workspace
