Role Responsibilities:
- Legislative Compliance: Conduct homelessness and housing register reviews, and manage Housing Benefit and Council Tax appeals within prescribed legislative timescales.
- Legal Collaboration: Work closely with Legal Services to minimise legal challenges, monitor judicial reviews, and represent the Council in County and High Court matters.
- Data Management: Develop comprehensive management information for appeals and reviews, ensuring timely completion and accurate reporting.
- Interdepartmental Coordination: Collaborate with various departments and external agencies to fulfil the Council’s legal responsibilities.
- Court Representation: Prepare and present submissions to HM Courts and Tribunals Service and the Valuation Office Agency.
- Assessment and Decision-Making: Perform detailed assessments and decisions to resolve appeals and reviews, including manual calculations and system reconciliations.
Essential Knowledge, Skills, and Experience:
Candidates must possess extensive knowledge in at least one of the following areas:
- Homelessness Assessments and Reviews: Expertise in part 7 Housing Act 1996 (as amended by the Homelessness Act 2002), including associated case law, policy, and good practice.
- Housing Allocation: Proficiency in part 6 Housing Act 1996 and relevant legislation, case law, and policy.
- Housing Benefit and Council Tax Reduction Schemes: In-depth understanding of the legislation, regulations, and practices related to these schemes.
