An exciting opportunity has arisen for an experienced Bid and Programme Manager to lead the end-to-end management of bids, tenders, and framework submissions within the infrastructure and utilities market.
This role plays a key part in ensuring submissions are technically compliant, commercially competitive, and aligned with business strategy. The position will also oversee the successful governance and delivery of key client programmes — managing the smooth handover from bid to execution and supporting consistent project and financial performance.
What You’ll Do
  * 
    Lead the preparation and coordination of PQQs, tenders, and framework bids across the infrastructure markets.
  * 
    Produce compelling, technically accurate proposals that showcase the organisation’s capabilities and meet client needs.
  * 
    Collaborate with technical, operations, SHEQ, commercial, and finance teams to ensure all submissions are compliant, competitive, and delivered on time.
  * 
    Maintain a live bid pipeline and reporting dashboard to support business planning and forecasting.
  * 
    Support senior management in market intelligence, customer engagement, and early opportunity development.
  * 
    Provide programme governance oversight on key frameworks and major projects
  * 
    Work closely with project managers on mobilisation plans, progress tracking, and client reporting.
  * 
    Chair internal programme review meetings to monitor performance, manage risks, and ensure delivery against budgets and contracts.
  * 
    Partner with finance and operations teams to forecast programme costs, performance, and cash flow.
  * 
    Ensure compliance with company policies, client procedures, and relevant industry standards.
Experience required:
  * 
    Degree or HNC/HND in Engineering, Construction Management, or a related technical discipline.
  * 
    Proven experience in bid management with the infrastructure sector ie power, water, gas.
  * 
    A successful track record in work-winning through framework or project-based tender submissions.
  * 
    Excellent written and verbal communication skills with the ability to produce high-quality technical and commercial documentation.
  * 
    Proficient in Microsoft 365, SharePoint, and project management tools
  * 
    Solid understanding of NEC 3/4 contract forms and strong commercial acumen.
