BID MANAGER - REMOTE
Location/Base: Homeworking / WGC HQ / Visit Other Sites as required
Hours per Week: 37.5 Hours per Week
Overall Purpose of the Role:
The Bid Manager is an integral part of the Commerical team with a wide and varied
role. The post holder will be instrumental in supporting the delivery of the growth
strategy through formal procurements, pro-active opportunities, business case writing
and identifying new market opportunities, all of which support the organisational strategy and goals.
The Bid Manager will, as part of the Commercial team, be responsible for identifying,
managing and responding effectively to tenders/bids and proactive opportunities. The
post holder will be responsible for the management of the pipeline and the
development process, ensuring all opportunities are evaluated to ascertain if the
opportunity is right for HUC, ensuring there is an audit trail regardless of decision.
In addition to writing high-quality, winning bid responses and business case
documentation, the Bid Manager will assist in designing service solutions with
operational and clinical colleagues to produce clinically driven, realistic deliverable
models that are commercially viable.
The Bid Manager will be expected to work closely with the other members of the
Commercial Directorate and organisational stream leads to maximise the
effectiveness of the business in converting opportunities into business growth.
The Bid Manager will be responsible for understanding all aspects of procurement
documentation and assessing risk and reward strategies with the Commercial
Modelling team.
Principle Responsibilities will Include:
* Responsibility for the development of high-quality bid response documentation, including operational, financial and commercial components
* With the support of subject matter experts, create a solution that meets the service specification and key performance indicators ensuring a clinically safe and operationally deliverable service
* Ensure the narrative of the bid includes key themes and unique selling points across the entire response, ensuring consistency and one voice
* To understand procurement policies/frameworks, including the Provider Selection Regime; the impact on the organisation, and to support the development of a self-assessment tool
* Creation of slide decks on opportunities to support Board and sub board committees and HUC’s internal processes
* Review bid processes on a regular basis and improve as required, as well as stock answers, and ensure the bid and selection questionnaire library is regularly updated
* Engage, support and co-ordinate individual workstreams and other internal stakeholders to ensure their output is of the highest quality
* Lead the development process for bids and proactive opportunities from the initial advert to full submission and into mobilisation, ensuring continuity and a safe handover to the appropriate lead/s
* Present opportunities to a wide range of stream leads and HUC executives, with easily understandable information
* Conduct a ‘lessons learnt’ log from each procurement to ensure processes remain relevant and issues are dealt with going forwards
* Creation and maintaining the opportunity pipeline and updating the Commercial Directorate
* Responsible for the submission of the bid/business care to meet commissioner deadlines
* Work with the Commercial Modelling team to ensure the service is modelled as required and reflected within the text, understanding organisational risks and opportunities
* Creation of HUC ‘blueprints’ in development with Subject Matter Experts
* Identification of new growth opportunities – both formal procurement and opportunistic, working with the appropriate Operational leads
* Develop compelling business cases for new services, which are economically sound and deliverable
* Attend market engagement events for future opportunities
* Deputise for the Head of Business Development
* Lead and support preparation for presentations to key stakeholders
Training and Development:
Full training will be given to support the development of this role this will include an
apprenticeship.Participation in HUC’s performance review and appraisal process
Compliance with mandatory and statutory training requirements.

Knowledge and Experience
Essential:
Educated to degree level or equivalent
Extensive experience of bid/service improvement/writing
NHS / Healthcare market experience
Awareness and understanding of commissioning processes and landscape
Proficient in use of Microsoft applications
