Building Safety Lead
Location: Saltisford, CV34 4UL

Contract Duration: 6+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week

Responsibilities
Ensure compliance with fire and building safety legislation, providing advice and support to senior managers and operational teams.
Act as the main contact for the Building Safety Regulator on High-Risk Residential Buildings, reporting performance and promoting a culture of safety.
Assist the Strategic Assets Manager in delivering building safety objectives, including gas and electrical safety, asbestos management, and water hygiene.
Contribute to the strategic development of services to enhance service provision and delivery.
Ensure maintenance staff have the necessary skills, knowledge, and experience for effective task performance.
Maintain information management systems for safe building management.
Responsible for creating and delivering a building strategy in line with legislative and regulatory requirements.
Manage data within each building’s Safety Case to proactively identify risks and implement mitigating measures.
Provide assurance on compliance risks and support the development of a complex investment programme.
Engage residents in safe building management through a Resident Engagement Strategy.
Ensure timely completion of building risk assessments, including fire risk assessments.
Manage and improve the Asbestos Management Plan, acting as the Council’s Responsible Officer for asbestos.
Oversee the adequacy of the Council’s monitoring and compliance regime for property-related responsibilities.
Review and develop property-related compliance policies and procedures.
Develop and report appropriate KPIs and management information.
Ensure all staff within the Assets Team receive appropriate Health & Safety training.
Maintain robust risk assessments for all property health and safety issues.
Assist or lead on the preparation and production of Committee or Council reports for building safety compliance oversight.
Design, specify, maintain, review, and improve contract monitoring and performance information.
Contribute to the management and development of the Council’s asset management system.
Person Specification
Knowledge in building safety and ability to function as the competent person for legislative requirements.
Degree level qualification or equivalent membership (e.g., RICS, MCIOB, CABE).
NEBOSH General Certificate or working towards qualification; educated to NEBOSH Diploma level.
ISO 9001/18001 Auditor qualification.
Experience in formulating and delivering Health and Safety Policies, Procedures, and Processes.
Experience managing a team and motivating staff effectively.
Significant experience in planning, managing, and undertaking surveys and data collection projects.
Evidence of improving a property-related health & safety service.
Experience liaising with clients and stakeholders, managing contractor and consultant performance, and planning and managing budgets.
Ability to create and maintain communications with residents.
Desirable: Previous experience in a social housing environment and qualifications related to asbestos, legionella, gas safety, electrical safety, fire risk assessment, lift safety, or building safety.
Excellent communication, interpersonal, and people management skills.
Knowledge of decent Homes Standards/HHSRS and current best practices in health and safety.
Excellent problem-solving, time management, and organizational skills.
Commitment to quality and equality in service delivery and management.
Access to appropriate transport for duties and occasional attendance at evening meetings.
