Job Description
We are working on behalf of a local client to recruit an experienced Capital Project Manager to lead high-profile capital transformation projects within children’s services. This role focuses on delivering complex infrastructure and service improvement programmes, such as Children’s Homes and Group Homes for Care Leavers.

Lead the delivery of key capital and transformation projects on time, within budget, and to agreed scope
Establish governance structures, plans, risk logs, and reporting tools to manage and track delivery
Align projects with broader programme objectives in partnership with Programme Managers
Develop detailed project plans, schedules, and documentation
Allocate resources efficiently to meet project milestones
Provide regular reporting to senior leadership on project progress and risks
Proactively identify, assess, and manage risks and issues
Implement mitigation strategies to maintain delivery timelines
Manage internal and external stakeholders, including contractors and delivery partners
Maintain strong communication and collaboration across multidisciplinary teams
Identify opportunities for service improvement and innovation
Capture lessons learned and feed insights into future project deliverySkills, Experience, and Training Requirements:
Degree or equivalent vocational experience in a relevant field
Project management qualification (e.g. Prince2, APM, MSP) or demonstrable equivalent experience
Proven track record in managing complex capital or transformation projects from initiation to delivery
Strong knowledge of project governance, business case development, risk management, and stakeholder engagement
Excellent problem-solving and analytical skills
Confident communicator with the ability to influence and lead in a complex, political environment
Familiarity with local government, social care, or public sector delivery is highly desirable
Enhanced DBS clearance
Willingness and ability to travel across the county
