Job Description

ROLE PURPOSE: This role integrates the responsibilities of safeguarding children at risk of harm with independent oversight of care planning for children in care. The postholder will ensure that robust safeguarding practices are in place, statutory responsibilities are met, and that services are delivered effectively to improve outcomes for children and families. A key focus of the role is ensuring that children’s voices are central to all decision-making. The postholder will also chair Child Protection Conferences and Looked After Reviews in line with current legislation and the IRO Handbook, promoting active participation from children and young people while providing quality assurance for care planning and safeguarding processes. Job Description 1. Resident & Community Contribution * To demonstrate understanding of the Council’s Customer Care Standards and ensure that these standards are met in order to deliver the Council vision of ‘putting our residents first’. 2. People Management ·No direct management. ·To foster a culture of accountability, collaboration, and professional development among social workers and multi-agency professionals. The postholder will provide leadership in safeguarding and care planning by offering guidance and constructive challenge to ensure high standards of practice. ·They will facilitate multi-agency meetings, mediate conflicts, and promote a child-focused approach while ensuring professionals remain engaged and supported in their roles. Additionally, they will contribute to staff training, development, and performance monitoring, identifying areas for improvement and advocating for best practices to enhance service delivery and outcomes for children and families. 3. Operational Service Delivery Duties ·Chair and oversee multi-agency reviews, lead Child Protection Conferences and Looked After Reviews, ensuring compliance with statutory requirements and best practices in safeguarding and care planning. ·Ensure effective care and protection planning, oversee the development and implementation of Child Protection and Care Plans, ensuring they are evidence-based, achievable, and focused on the child’s safety, well-being, and long-term outcomes. ·Monitor, challenge and escalate concerns, provide independent oversight of safeguarding and care planning, identifying and addressing drift, delay, or poor practice, and escalating concerns where necessary. ·Provide expert guidance and mediation, advise social workers and multi-agency professionals on child protection, risk management, and care planning, while mediating disputes to achieve the best outcomes for children. 1. QUALIFICATIONS (list) Degree in Social Work or equivalent. Registration with Social Work England. Evidence of continuous professional. development in safeguarding and care planning. Diploma/Certificate in management 2. STATUTORY or ROLE SPECIFIC REQUIREMENTS (describe) The role requires a valid driving licence and the ability to travel as needed. Enhanced Disclosure and Barring Service (DBS) clearance. 3. EXPERIENCE (describe) Significant experience in child protection, safeguarding, and care planning. Proven ability to chair complex multi-agency meetings, including child protection conferences and care reviews. Experience of working with children and families in crisis and building effective relationships with them. Strong knowledge of relevant legislation, statutory guidance, and best practices in safeguarding and children in care. Experience of supervisory and front-line management 4. KNOWLEDGE & SKILLS (list) Strong analytical and decision-making skills, with the ability to assess risk and recommend appropriate actions. Excellent communication skills, including the ability to engage with children, families, and professionals effectively. Ability to manage competing priorities and meet deadlines in a high-pressure environment. Commitment to promoting the rights, welfare, and voice of the child in all aspects of practice. Ability to challenge and support professionals to achieve high standards of practice. Knowledge of the Integrated Children System. Competent user of ICT, AI tools with an ability to create and use databases and spreadsheets to create Management Information.
