Job Description

Role Purpose

To ensure the council remains fully compliant with statutory and regulatory responsibilities relating to Fire Safety and Asbestos Management across its housing stock. The postholder will manage safety programmes, maintain accurate compliance data, oversee contractor performance, and ensure residents’ homes meet all relevant building safety requirements.

Key Responsibilities

  * Manage the delivery of the Fire Risk Assessment (FRA) programme, ensuring timely completion, quality assurance, and closure of remedial actions.

  * Maintain the Asbestos Register and ensure surveys, re-inspections, and removal works comply with the Control of Asbestos Regulations 2012.

  * Inspect blocks and schemes to monitor fire safety standards and compliance with FRA recommendations.

  * Act as technical lead for fire doors, compartmentation, alarms, emergency lighting and passive/active fire safety systems.

  * Review fire safety documentation from contractors and challenge poor‑quality reporting.

  * Support investigations into fire incidents and produce learning outcomes.

  * Provide expert advice to staff, contractors, and residents on fire safety and asbestos awareness.

  * Prepare compliance reports, KPIs, and statutory returns.

  * Ensure all asbestos-containing materials (ACMs) are appropriately managed, labelled, recorded, and monitored.

  * Contribute to procurement, specification writing, and contract management.

  * Audit site works to ensure contractor and resident safety.

Knowledge & Skills

  * Comprehensive understanding of FRAs, fire strategies, compartmentation, and relevant British Standards.

  * Strong working knowledge of CAR 2012 and asbestos surveying classifications.

  * Ability to interpret technical reports and translate into actionable plans.

  * Excellent stakeholder communication, including with vulnerable residents.

Qualifications

  * NEBOSH Fire Certificate (or willingness to work towards).

  * BOHS P402/P405 or equivalent.

  * Full driving licence
