Job Description

Job Purpose Carry out the functional operations, specifically to carry out inspections, investigations to deliver the enforcement of the Council's various Property Licensing Schemes (This includes HHSRS inspections, Mandatory Houses in Multiple Occupation (HMO), Additional HMOs, Section 257 HMOs and Selective Licences properties). Sometimes at short notice. The post holder will be required to deliver all aspects within the person specification attached to this JD to ensure we regulate our private rental stock by creating schedules of works on deficient or unsatisfactory properties are issued, monitored and referred for enforcement where needed. The post holder will be required to work across the council, the local community, and the council's partners to deliver outcomes of the programmes. The post holder will be personally responsible for ensuring that resources are adequately utilised and maintained and that schedules of work are completed on time and to a safe and acceptable standard. The post holder will be required to provide information and advice relating to the service area. This job specification requires all post holders to be trained and hold a certificate in Housing Health & Safety Rating System (HHSRS). All post holders will be regularly tested for level of competence in order to be delegated to act on behalf of the Local Authority. Specific Accountabilities of the Role Carry out compliance inspections and a range of investigations and enforcement activities including the preparation of reports and assessments that require further intervention to achieve compliance with the relevant legislation and good practise. Carry out follow-up visits where informal / formal action has been taken and ensure non-compliant properties are regulated and made compliant through a range of interventions. Investigate complaints and referrals and other enquiries from the community and analyse and determine enforcement approach. Liaise and consult with associated parties and agencies, the community, Local Councillors, and others who may have an interest in the scheme. Be able to analyse data and make decisions and recommendations to the Team Manager. Be able to advise and educate stakeholders and make referrals for enforcement action. Where appropriate, take formal action on behalf of the Council, including recommend / serve written warnings, statutory and other legal notices. Gather evidence, prepare thorough notes and statements, witness statements and prosecution reports.
