Acting in the capacity as Housing and Landlord Services - Response Repairs lead in relation to all legal claims, including housing condition cases brought against the authority in partnership with BCC legal services. Managing and leading the Disrepair Team to ensure all legal claims within Repairs and Maintenance are successfully investigated and completed with minimal litigation.
Accountable for ensuring delivery of high-quality work, getting work done “right-first-time” and achieving high customer satisfaction within budgetary targets whilst providing cost effective and value for money services in order to resolve any confirmed defects. This includes monitoring the work of the trade teams & contractors from start to completion.
The Disrepair manager will act as professional service lead providing expert witness advice and reports to a range of officers in relation to technical housing matters, including PAD applications, FOIs, SARs, Housing Ombudsman reports, Disrepair claims and Response related litigation claims. The role discerns full discretion on the setting of the level of compensation awarded and the instruction to legal on agreeing how to challenge a housing condition claim.
Person Specification:
* Educated to degree level in building surveying, environmental health or other relevant building construction degree or equivalent qualification
* Substantial experience working in a housing service (social or private) at a senior level.
* Significant management experience including supervision of professional surveyors, technical staff, support staff, contractors and sub-contractors to manage performance to a high standard.
* Experience of leading, motivating and developing staff to continuously improve the customer's experience and to improve performance. Ability to ensure team take ownership and be accountable for all aspects of the service/repair from end-to-end, ensuring delivery within time-scales, high quality and excellent customer satisfaction.
* Ability to lead and manage projects and take responsibility for developing policy and improving services.
* Excellent knowledge of disrepair in housing to include legislation, regulation, best practice, improvements and technological developments with a detailed understanding of how social landlords are affected by disrepair.
* Ability to act as ‘Bristol City Council’ lead on all legal matters relating to housing condition claims and other housing litigation, including providing specialist advice to the council’s legal services and to assist in the preparation of legal defence on behalf of the council.
* Ability to scrutinise disrepair performance including where possible reducing case length, settlement value and legal costs to the service.
* Commitment, experience and ability to promote a culture of learning and continuous improvement, where lessons learnt from customer complaints/disrepairs are fed into improvement initiatives across the service. Excellent team working skills and the ability to work with other managers to promote change based on analysis and lessons learnt.
* Ability to work under pressure and organise a team to meet the organisations goals and deadlines of the responsive repairs service.
* Ability and confidence in dealing with difficult, sensitive and confrontational situations to a wide range of service users.
* Excellent communication skills, using oral, written and electronic media, so that information is clearly understood and acted upon including the provision of written reports suitable for use in court, ombudsman cases or similar.
* Ability to successfully manage large revenue and capital budgets interrogate and interpret financial data ensuring high quality workmanship and achieving value for money.
