Principal Accountabilities:
⦁ The role of the Delivery Obligation Managers is to manage end to end Delivery Obligations and Ex Ante for the projects within the programme(s) they are assigned to, ensuring projects deliver in line with their G3 plan.
⦁ The manager will ensure all DOs are set at the right level with the correct output, quality and schedule.
Core accountabilities include:
⦁ Provide critical stakeholder management & leadership on all elements of DO's and Ex Ante within the programme(s) they support, building up strong relationships across the programme(s) and PMO
⦁ Working with the Programme Control Managers to understand the future project demand and develop the approach to ensure the project can confidently set Delivery Obligations at the appropriate gateway milestones
⦁ Working with the project manager to understand the outputs and relevant quality standards to develop an outline DO at the G2 options decision.
⦁ Lead on developing the outline DO at the G2 options decision seeking endorsement from both our internal & external governance forums as part of the G2 approval
⦁ Work with the PMO and project team as the project heads towards its investment decision to assess the maturity of the project detail and plan, specifically around cost, schedule and validation of assumptions and exclusions. In addition the manager will be part of the project level leadership team that endorses the maturity of the project from a DO and Ex Ante view-point
⦁ Ensure that all DO's within the relevant programme are finalised and signed off ahead of the G3 investment decision
⦁ Play a key role at internal working groups and external Stakeholder Programme Groups in the approval of the DO's as part of the G3 investment decision
⦁ Manage the Delivery Obligation analysis and performance reports providing critical information back into the programme leadership team and wider client on DO performance
⦁ Manage any external change control for the relevant programme(s) working with PM's and Programme Control Managers to understand opportunities to mitigate any risks to DO delivery
⦁ Lead on DO closedown for all projects within the relevant programme(s) at G5 (Build complete), escalating any issues that may result in delayed DO closedown
⦁ Lead on finalisation of the Ex Ante calculation at G7 for all projects within the relevant programme(s)
⦁ The DO manager will manage DO performance throughout the project lifecycle, providing insights and early warnings at a programme level to the Programme lead, Head of Delivery Obligations and other senior stakeholders.
⦁ In addition the Delivery Obligation Manager (Planning & Reporting) will develop the end to end plan for all DO milestones, actively ensuring that the Head of DOs has an aggregated view of all key milestones, risks, issues and early warning indicators on performance.

Qualifications, Skills and Experience:
Essential -
⦁ Degree qualification in an appropriate discipline, or equivalent academic achievement
⦁ Professional qualifications (membership of an appropriate institution) or evidence demonstrating continued personal development
⦁ Experience in Project Management and/or PMO experience including strong experience and capability in many of the following disciplines: development, design, construction, business management and transformational change
⦁ Highly numerate with strong analytical skills
⦁ Proven ability to form effective working relationships and work collaboratively with other teams and external stakeholders to achieve a common result.
⦁ Strong collaborative working skills are essential, as is the ability to model and demonstrate appropriate behaviours to implement the change and generate a culture of continuous improvement
⦁ Strong stakeholder skills including communication, decision making, managing ambiguity & influencing a range of stakeholders
⦁ Strong organisation and management skills with the ability to prioritise and delegate work effectively
⦁ An effective problem solver with attention to detail and high intellectual capability, with a proven record of applying an analytical approach to complex issues and developing innovative yet pragmatic solutions.
