Temporary Contract - Immediate Start PreferredAn opportunity has arisen in Development Control to support a busy Development Approvals function in a large County Council. There is significantly increased workload and this role is ideally suited to an experienced technical reviewer with a background in highways planning approvals and development control.The team is currently experiencing a surge in detailed design submissions for new adoptable highway infrastructure. These designs are brought forward by developers seeking agreements under Section Thirty Eight and Section Two Seventy Eight of the Highways Act. Due to the high volume of applications, turnaround times have been impacted, and additional specialist support is urgently required.
About the RoleThe Interim Development Planner will focus almost exclusively on:
Technical reviews of developer design submissions for adoptable highway works
Appraising designs against local and national standards
Ensuring submissions reach a technically approvable standard
Liaising with developers, designers, and consultants to resolve technical issuesYou will work alongside and support the senior team members currently managing these appraisals. This is a hands‑on technical role with no line‑management responsibilities.The immediate priority is to help reduce the backlog of design submissions, ensure consistent quality in developer design packs, and assist the team in restoring expected response times. The successful candidate will also contribute to preparations for a forthcoming pre‑submission technical advice service.Key Responsibilities
Undertake detailed technical appraisals of developer designs associated with Section Thirty Eight and Section Two Seventy Eight processes.
Review drawings, specifications, reports, and calculations to ensure compliance with design standards, technical guidance, and adoptable requirements.
Provide clear, constructive written feedback to developers and their consultants.
Liaise directly with designers to resolve non‑compliances and technical issues.
About YouWe are seeking someone who can work with minimal training and quickly contribute to improving workflow and quality. You will ideally have:
Experience in development control or local authority design review
A background in civil engineering or construction.
Strong understanding of design standards relevant to adoptable highways.
