Job Description

I am currently representing Devon and Cornwall Police who are offering an initial temporary contract for a period of 6 months with a view to be extended or offered a permanent position for the right candidate at a rate of which is negotiable dependent upon experience. We are looking for a Disclosure / Exhibits Officer which will be based at: Ashburton is preferred location but Exeter Police Station and Crownhill, Plymouth available This is a critical role in providing support to the Serious and Organised Crime unit in undertaking the responsibilities defined under CPIA 1996. You will be working in a small but specialised unit that is highly motivated and has a range of diverse personality traits within the Serious Organised Crime investigation world which have been shown to be supportive and inclusive of one other. Reporting to the Detective Sergeant or Senior Police Staff Investigator you will be subject to sensitive information and expected to display a high degree of professional discretion about your work. You will receive individual support from your line manager in any transition into the role as well as significant peer support as part of the wider team within the unit. We are looking for a positive work ethic, professional curiosity and an openness to different personality types. You must have experience of working with HOLMES. Candidates need to have: * Experience and full understanding of the investigative process, especially of major crime, with a good understanding of HOLMES and its capabilities as described in MIRSAP * A tenacious, methodical and precise approach to work paying particular attention to detail. * Knowledge and understanding of National Intelligence Model (NIM), Criminal Procedures and Investigations Act 1996 (CPIA) as amended by CJ Act 2003 and Regulation of Investigatory Powers Act 2000 (RIPA) * Competence in the use of Microsoft Office Products * A good knowledge of Disclosure Protocol 2006, the Attorney General’s Guidelines 2024 and the Codes of Practice 2020 * Awareness of Health and Safety legislation Accountabilities: * Examine and be responsible for the disclosure material involved in the enquiry, until any potential appeals on conviction are resolved. Liaise with key roles within the investigation to ensure that all documentation is dealt with in accordance with the principles of Criminal Procedures and Investigations Act 1996 (CPIA). * Liaise with SIO to ensure the existence of all material obtained in the course of the investigation is revealed to the Crown Prosecution Service (CPS) by means of disclosure schedules, including any thirdparty disclosure material. * Brief the senior officers, SIO and CPS counsel on the issues of the case and the rationale used for identifying material that might assist defence or undermine the prosecution case. * Record items of property seized in the course of an investigation and ensure evidential integrity is maintained. * Consider the evidential value and investigative opportunities for each exhibit and ensure actions are raised as necessary. * Store property securely and dispose of it in accordance with SIOs policy or direction * Handle exhibits with due regard to the potential for contamination. * Ensure exhibits are suitably presented at court. * Identify and manage the handling of all sensitive material in liaison with the SIO and the CPS to ensure that all matters of relevance to Public Interest Immunity are brought to the attention of the Court for consideration. * Comply with the standards outlined in the Major Incident Room Standardised Administrative Procedures (MIRSAP) and the Major Crime Investigation Manual (MCIM) so that the rights and legitimate expectations of victims, suspects, witnesses, partner organisations and members of the public are observed, and the highest standards of integrity are demonstrated.
