Main accountabilities
To lead, manage and direct staff who have case work responsibilities within the service to improve the educational attainment and achievement of vulnerable learners.
This will involve supervising, performance managing and appraising staff to deliver the corporate priority to improve the attainment and achievement of vulnerable groups.
To be the lead officer with responsibility for CSE (Child Sexual Exploitation) and Trafficked Children & Young People, those at risk of radicalisation and those identified as vulnerable to FGM (Female Genital Mutilation).
To lead on the development of policy and strategy to improve educational attainment and achievement of vulnerable learners.
This will involve attending and leading strategic partnership groups (e.g. NSCB sub-groups) in order to ensure the educational outcomes for vulnerable children improve.
Ensure there is rigorous tracking, monitoring and evaluation of the progress of all vulnerable learners to ensure services are targeted to the areas of highest need and interventions are evaluated and inform future practice. This will include the analysis and interpretation of performance data and the requirement to produce management reports for a range of audiences.
This may include:
Interpreting and preparing briefing notes on new, current or proposed legislation.
Responding to requests for information from Members, Officers, other organisations and the public.
Preparing and providing input to Government and other bodies’ statistical information requirements
Data analysis as requested indicating trends etc. for development of county/service strategy.
Develop and deliver training to all levels of staff, as required.
Work with relevant professionals to ensure vulnerable learners receive a high quality education subject to rigorous monitoring and evaluation, supported appropriately within education establishments with access to appropriate support from the service.
Fully contribute to all strategic developments and initiatives to ensure a reduction in the rate of exclusions both fixed term and permanent by ensuring the following:
That Local Authority representation is available to attend schools’ governors’ disciplinary committees and independent appeals, with specific regard to the permanent exclusion process.
That staff work alongside alternative providers and commissioners to ensure access to education is appropriate for excluded young people.
That the LA’s responsibility for 6th day education provision in cases of permanent exclusion is carried out effectively.
That advice and guidance is made available to schools, parents and young people in cases of fixed-term and permanent exclusions.
That a strategic and county wide overview of pupils at risk of exclusion and who have been permanently excluded is available.
Highlight and share good practice in relation to prevention and response in cases of fixed term and permanent exclusion.
Ensure robust processes are in place for reintegration into school as soon as is appropriate in order to meet the needs of the pupil.

Fully contribute to all strategic developments in relation to the SEN Code of practice and services for disabled children
Manage the budget to deliver agreed priorities and in accordance with corporate financial protocols, promoting a culture of financial stewardship and ensuring that all staff are fully aware of the financial impact of decisions or actions they take.
