Hours: Full time – (Monday – Friday, 09:00 – 17:00)
Salary: £15.66 (Umbrella)
About the Role
This role supports Wakefield Council’s statutory duties around Elective Home Education (EHE). As part of the Education Welfare Service, you will work directly with families, schools, and partner agencies to ensure every child receives a suitable education. The position combines safeguarding, casework, legal knowledge, and multi-agency coordination to support outcomes for vulnerable children and young people.
Key Responsibilities
Meet with families, pupils, and schools at the point of EHE referral to explore whether school attendance can continue.
Use strong negotiation and diplomatic skills to broker outcomes in the best interest of the child.
Where EHE proceeds, work closely with the Cluster Education Welfare Officer to manage the case and ensure suitable provision is in place.
RAG-rate EHE cases and conduct background research using internal systems.
Liaise with parents/carers to monitor and assess the suitability of home education.
Maintain the EHE register and database to ensure accurate, up-to-date records for reporting and compliance (e.g., Ofsted).
Provide safeguarding oversight and escalate concerns via MASH or appropriate agencies.
Participate in Early Help assessments, child protection conferences, and multi-agency meetings.
Build rapport with young people, families, and school staff, using a strengths-based and solution-focused approach.
Support re-integration plans for pupils transitioning back into education.
Prepare accurate records, reports, and evidence for legal processes if required.
Contribute to policy development, continuous service improvement, and training delivery as needed.Experience & Knowledge
Essential:
Experience in education, family support, early help, or safeguarding roles.
Knowledge of the legal framework around Elective Home Education, attendance, and parental rights.
Up-to-date understanding of safeguarding procedures, EHE guidance, and multi-agency working.
Strong knowledge of Special Educational Needs (SEN) and associated frameworks (e.g., EHCPs).
Familiarity with the factors that influence school attendance and engagement (e.g., mental health, SEND, exploitation, family conflict).
Experience building effective working relationships with families, schools, and partner agencies.
Proficiency in using case management systems and databases to record sensitive information securely.Desirable:
Previous experience supporting families through EHE decisions or managing EHE cases.
Experience working with complex or hard-to-reach families in multi-agency settings.
Knowledge of Early Help, Signs of Safety, and restorative practice models.
Experience preparing cases for legal enforcement or presenting in court.Skills & Competencies
Excellent communication and interpersonal skills, including negotiation and mediation.
Ability to assess risk, problem-solve, and make informed, child-centred decisions.
Strong organisational skills and ability to manage a high-volume, varied caseload.
High attention to detail in documentation and data recording.
Resilience and professionalism when working in challenging or emotionally charged situations.
Confident using IT systems, including Microsoft Office and specialist databases.
Ability to work independently and within a team environment.Additional Requirements
A-level standard education with English and Maths at GCSE Grade A–C (or equivalent).
Full driving licence and access to a vehicle for district-wide travel.
Willingness to undertake safeguarding, data protection, and other statutory training.
Flexibility in working hours and location to meet service needs.
This role requires an Enhanced DBS check due to direct work with children and families.
