We are please to be partnered with a Local Authority based in Worcestershire who are seeking an experienced Electrical Compliance Manager / Contracts Manager. This is a permanent, full-time position with an ASAP start.
Reporting into the M&E Manager, you will be responsible for leading on electrical compliance and H&S risk across the housing assets ensuring it complies with all statutory regulations, approved Codes of Practice (ACOP), official guidance standards and best practice. You will ensure the performance management system is followed to ensure effective compliance is achieved and be responsible for the day-to-day management of all electrical contracts.
Key elements of your role include;
* Budget/Spend updates for each contract
* Lead on planning, scheduling and delivery of the EICR programme and repairs
* Maintain governing body registration, ELECSA, ECA and promote electrical best practice
* Assist with reports covering performance, processes, procedures, and statutory compliance responsibilities
* Application for payment management
* Recharge & service charge actions
* Contractor monthly meetings and status updates (including Electrical, Door Entry, Communal Door, Fire Alarm, Emergency Lighting, Lifts etc)
* Workstream KPI analysis/action
* Third party audit analysis/action
* Complaint resolution
* No access tenancy/legal action
* Capital work contract management
* Compliance work contract management
* Staff management
* Purchase order / payment approvals
* Assist with Procurement including drafting specifications and tender documentation
* Produce performance monitoring reports and identify actions to improve performance
* Manage contracts, projects and service level agreements
The ideal applicant for this requirement will possess the following skills and experience;
* HNC / Degree or equivalent in relevant property or building services related discipline or extensive experience in a similar role
* 5 years minimum post qualification experience and related training in electrical servicing, inspection and compliance in both a Domestic and Commercial setting
* Excellent understanding of the electrical compliance requirements across Local Authority Councils and Public Building Stock
* Solid experience of managing staff including performance
* Experience of budget management – revenue and capital management
* Experience of Contract Management and Project Management
* Fully understand the principles of H&S and can clearly identify responsibilities under the HASW Act.
* Full UK driving licence and access to your own vehicle
* Live within a commutable distance from the Worcestershire region
It would also be advantageous if you have experience of delivering other housing property operations or compliance.
Qualification required in order to carry out this role effectively include;
* Recognised Health & Safety qualification
* C&G 2365 (Lev’s 2 & 3), NVQ AM2 or equivalent as well as C&G 2391 or 2394/5 Testing & Inspection
* 18th Edition ideally, or 17th Edition amendment along with current edition
A recognised project Management qualification would be an additional benefit, as would a recognised Quality Assurance / Auditing Qualification or substantial experience.
