About the Role
Gloucestershire Constabulary is seeking an experienced Interim Estates & Support Services Manager to provide strategic leadership across Estates, Facilities Management and Support Services.
Working directly with the Head of Estates and Support Services, you will set the direction for the Service Desk and ensure a high‑quality, compliant and value‑driven service across the organisation.
This position plays a critical role in the delivery of Estates and FM projects, contractor management, procurement of services, compliance, and driving operational excellence throughout the department.
As part of the leadership team, you will also support the development of the annual service delivery plan, contribute to audit and benchmarking activity, and maintain strong relationships with suppliers, stakeholders and internal teams.
Key Responsibilities
* Oversee the effective operation of the Service Desk, ensuring prompt, efficient and high‑quality service delivery.
* Lead on FM and Estates project delivery, ensuring consistency, compliance and value for money.
* Promote a customer‑focused culture across the Service Desk team.
* Manage the fault‑reporting system to drive early intervention and timely resolution.
* Work with Procurement (SWPPS) and the Facilities & Contracts Manager to develop KPIs and monitoring processes for contractor performance.
* Manage and deliver the planned capital projects programme and associated budgets using formal project methodologies.
* Review project outcomes and lessons learned to assess performance against time, cost and quality.
* Ensure all policies relevant to the Estates function remain compliant with legislation in collaboration with Health & Safety advisors.
* Develop the financial plan for the Planned Programme and make expenditure recommendations to ensure value for money.
Essential Requirements
* Experience working at managerial level within public services, with team leadership and financial accountability.
* Experience within a property or FM environment.
* Proven experience delivering projects and working to statutory compliance, KPIs and SLAs.
* Strong data and spreadsheet analysis skills to drive service improvements.
* Experience managing multi‑stakeholder teams to achieve high‑quality outcomes.
