We're seeking a dynamic Head of Building Services to lead the strategic management and operational delivery of our commercial property portfolio. This role requires a professional with a robust background in Building Surveying, a strategic outlook, and outstanding leadership skills.
As the Head of Building Services, you'll oversee a team of professionals responsible for the effective management, maintenance, and development of our Council's commercial properties. Your focus will be on ensuring compliance with regulations and delivering excellent services to both internal and external stakeholders ensuring the Council retains an affordable, effective and well managed estate.
ABOUT YOU
The successful candidate for this role will be the council's go-to specialist advisor, responsible person, and budget manager in all matters relating to property services.
Leading on the management and delivery of a capital/planned investment programme for the council’s property portfolio.
Act as the responsible person for maintaining, improvement and conversion of the council’s building assets.
• Lead on developing, writing, and consistently reviewing strategies, procedures, and processes in relation to key service areas such as major/planned works, aids and adaptations, damp and mould. Interpreting legislation and best practice to ensure these are reflected in policies and working practices.
• To lead on procurement for all aspects of a programme covering a number of service areas including works, consultancy and legal services. Through programme governance manage contracts and effectively negotiate any changes to contract terms and deliverable.
• To manage, monitor and report on all aspects of a multi discipline range of projects within a programme including budgets and performance. Analyse complex performance information, identifying trends and implementing changes to address any areas of weakness.
• Report and present on programme performance/progress to a range of audiences including members and senior managers in the most suitable way using a variety of techniques. Present and report to tenant and leaseholders complex potentially contentious information relating to improvement works including financial implications.
• Have responsibility for health & safety/compliance for the programme including construction design management, risk management, statutory compliance and all aspects associated with a large scale construction programme. Implement new or changed legislation to ensure all works carried out are fully compliant.
• Manage the repairs and maintenance service for the garages, corporate and commercial building portfolio across the borough.
• Manage the asset planning for the garage portfolio across the borough.
• Ensure delivery of agreed SLA’s & KPIs and provide regular reports that show performance of service delivery.
• Evaluate building repairs and defects providing guidance and direction both on and off site as to how to manage the issues to ensure all repairs and works are carried out to a high standard and in a timely manner.
• As required, carry out building measured surveys, write specifications, procure contracts and take on the role of contract administrator.
• Manage and monitor budgets, spend profiles in accordance with the agreed procedures, levels of delegated authority and financial control/ audit requirements and regularly report on progress.
• Contribute to the development of policies and procedures to improve the service.
• Develop and maintain good working relationships and communication channels with internal stakeholders.
• Ensure the effective management of health and safety arrangements of staff, contractors and tenants and compliance with the Construction (Design & Management) Regulations 2015.
• Ensure appropriate policies, procedures and risk management processes are in place for the delivery of all property and asset services.
• Manage complaints about the service from customers, council members and MPs in accordance with the councils policy and procedures, to ensure prompt and effective responses. Learn from the complaint and apply service improvement.
The successful candidate will have as a minimum:
• Degree level qualification in Building Surveying or CIOB Building
• Membership of the related professional institute – RIBA, RICS or CIOB
• Knowledge of compliance and health and safety in procurement and construction.
• Experience in the preparation of drawings, specifications, Bills of Quantities, schedules of rates, types of agreements, and tendering contracts.
• Knowledge of building legislation including Planning, Building Regulations, CDM, Party Wall Act as well as extensive knowledge of Health and Safety legislation
• IT proficiency including CAD
