Job Description

Our client Walsall Council is looking for a Head of Service to join their Improvement, Assurance and Reforms service. Purpose of the Role Provide strategic leadership for Adult Social Care practice, quality assurance, workforce development, and continuous improvement. Lead on social work standards, service quality, CQC readiness, workforce wellbeing, recruitment and retention, ensuring services deliver positive outcomes for residents and meet all statutory requirements. Key Responsibilities Lead and promote high-quality social work practice across Adult Social Care services. Drive quality assurance, audit, improvement activity, and CQC preparedness. Lead workforce development, recruitment, retention, training, and wellbeing initiatives. Represent Adult Social Care at local, regional, and national forums, promoting best practice and innovation. Lead strategic service planning, performance management, budget oversight, and transformation programmes. Develop effective partnerships and contribute to the delivery of corporate priorities and improved resident outcomes. Lead the development and implementation of policies, strategies, and frameworks that support statutory compliance and continuous service improvement. Champion co-production, ensuring the views of residents, carers, and partner agencies inform service design and delivery. Provide professional leadership on complex practice, safeguarding, and organisational challenges, supporting effective decision-making across Adult Social Care.Essential Requirements Significant senior leadership experience within Adult Social Care. Strong knowledge of the Care Act, CQC assurance framework, and social work best practice. Experience leading quality assurance, workforce development, and service improvement programmes. Proven ability to manage budgets, performance, and organisational change.
