Good Afternoon,
I am currently representing Royal Borough of Kensington & Chelsea Council, who are offering an initial temporary contract for a period of 6 months with a view to be extended or offered a permanent position for the right candidate at a rate per day which is negotiable dependent upon experience
We are looking for a Heat Metering & Billing Manager this role will be: W8 7NX 3 DAYS OFFICE BASED.
The right candidate will:
Seeking a candidate with strong expertise in leasehold service charges, particularly with a solid understanding of how lease terms and relevant legislation influence the recharges that can be applied.
The primary focus of the role is to identify a practical and compliant billing solution for heating, in light of the upcoming changes to heat network regulations.
* To lead on the heat metering and billing project and/or activities; ensuring that it is delivered within specified criteria in terms of scope, quality, cost and time.
* To develop the available billing options with all stakeholders and to recommend the most suitable option for RBKC and its customers
* Setting up working groups with leaseholders and tenants to codesign an option that would be resident focused.
* Producing annual reports and supporting documentation, including Key Decision Reports (KDRs) and impact analysis, to be presented to stakeholders such as Senior Management Team and the Leadership Team on changes in tenants’ rent and heating charges.
We require the following:
* Good experience of billing service charges across all tenures in Local Authorities
* Experience of the governance process including report writing and presenting such reports to senior members of staff, councillors and resident
* Knowledge of district heating systems and especially heat metering and billing technology and processes
* Knowledge of regulations and standards relating to heat metering, billing and heat network operation
