Job Description

Exciting Opportunity for a Highway Inspector This is a vital role within the Highways Asset Management team in Leicester, supporting the city's infrastructure by maintaining the safety and condition of highways, footways, and cycle routes. This position offers the opportunity to make a meaningful impact on the day-to-day lives of residents and visitors, ensuring roads and streetscapes remain safe, accessible, and well-maintained. The main duties of the Highway Inspector are: · Undertake condition surveys and inspections of highway assets using risk-based assessments to identify and prioritise maintenance needs. · Specify maintenance requirements and issue works orders, including safety measures and traffic management plans. · Inspect defective reinstatements and ensure compliance with NRSWA regulations, including enforcement and penalty issuance. · Support the development and implementation of planned maintenance programmes. · Provide technical input and recommendations for long-term maintenance strategies. · Respond to public enquiries, including vehicle crossing requests, complaints, and infrastructure concerns. · Assess and approve highway-related licences and manage obstructions and markings. · Investigate insurance claims and public complaints, offering policy-based guidance and technical advice. · Prepare cost estimates and quotes for maintenance and improvement works. · Enforce highway legislation and codes of practice during inspections. · Carry out other associated duties as required to support safe and efficient highways operations. The Highway Inspector will have key experience in: · Working in a technical highways or maintenance environment, interpreting plans and specifications. · Applying the Highways Act, NRSWA, and Traffic Management Act in practical settings. · Engaging confidently with members of the public and stakeholders in a customer-focused environment. · Demonstrating excellent written and verbal communication skills. · Understanding key transport and highway legislation and current sector issues. · Managing workloads independently, showing initiative and effective decision-making. · Using office-based and mobile systems, including databases and digital inspection tools. · Holding or being willing to obtain NRSWA Supervisor Accreditation and Highway Inspector Certification. · A full UK driving licence and the ability to work outdoors in all conditions with appropriate PPE.
