Highways Programme Manager
Location: Swindon (Hybrid)
Rate: £58.66 per hour (Umbrella)
Contract: 12 months
A Swindon-based local authority is seeking an experienced Highways Programme/Project Manager to lead on the delivery of a portfolio of strategic and complex transport and highways projects, each valued up to £30m.
The Role
Deliver major capital, revenue and grant-funded highways projects, ensuring they are on time, on budget and aligned to council priorities.
Manage contracts using NEC3/NEC4 frameworks and oversee contractors, consultants, and technical specialists.
Act as the main point of contact for stakeholders including statutory bodies, elected members, and the public.
Provide clear reports and expert advice, translating technical detail into accessible information for decision-makers.
Lead and motivate a small team, while managing budgets and project KPIs.
About You
Strong track record in highways/transport or infrastructure project management.
Skilled in NEC3/NEC4 contract management.
Proven ability to manage complex, high-value projects and teams.
