About the Role
One of our local government clients is seeking an experienced Interim Housing Asset Management Lead to join its Housing Leadership and Capital Investment teams. This pivotal role will oversee strategic housing asset investment, lead major housing improvement programmes, and develop key strategies to ensure the Council’s housing stock is safe, compliant, and sustainable.
You will take ownership of a variety of high-impact projects, including the implementation of a new £12M Warm Homes scheme, stock condition surveys, and the development of long-term asset investment plans. This is a fantastic opportunity for a forward-thinking, delivery-focused interim professional with extensive experience in social housing asset management.
Key Responsibilities:

Lead delivery of 100% Stock Condition Surveys including HHSRS compliance.
*
Develop multi-year investment programmes based on survey results.
*
Oversee a new Warm Homes initiative with significant procurement responsibilities.
*
Create and implement a new Asset Management Strategy.
*
Ensure compliance with all relevant housing regulations and CDM requirements.
*
Provide expert guidance to elected members, leadership teams, and residents.
*
Lead, manage, and support the Housing Capital Investment team.
*
Take a strategic lead on funding opportunities, procurement processes, and risk management.
Requirements:
*
Proven track record in housing asset management, ideally within a local authority or housing association.
*
In-depth understanding of Decent Homes Standard, CDM regulations, procurement, and capital project delivery.
*
Strong leadership, financial, and programme management skills.
*
A relevant Level 6 qualification in a built environment field.
*
Experience of strategic planning, team leadership, and stakeholder engagement.
*
Access to own transport and flexibility to attend on-site meetings across East Suffolk.
