Our public sector client are looking for a Housing Standards Team Leader to join them on a temporary basis.
Location – Loughborough
Pay Rate - £33ph
Job Purpose
To lead and manage the Housing Standards and Private Sector Licensing Teams, ensuring the effective delivery of services that maintain and improve housing standards across the private sector in Charnwood. The role also includes managing complex complaints and working with a wide range of partners to support strategic objectives, deliver best practice, and uphold equality in service provision.
Key Responsibilities
* Oversee day-to-day operations of the Housing Standards service, including inspections and enforcement.
* Lead the delivery of private sector housing licensing schemes (mandatory, selective, additional).
* Manage, develop, and support team members through training, coaching, and supervision.
* Monitor performance and service quality, ensuring targets and compliance with legislation.
* Resolve complex housing complaints and support staff with difficult cases.
* Represent the service in internal/external meetings and partnerships.
* Contribute to policy and procedure development and service improvements.
* Assist with budget monitoring and ensuring value for money.
* Ensure services are delivered fairly and without discrimination.
Person Specification
Essential Qualifications and Experience
* Level 4 qualification in Housing, Environmental Health or a related field, or equivalent experience
* Significant experience in housing standards and private sector licensing
* Strong experience in managing teams and service performance
* Knowledge of Housing Act 2004 and HHSRS (practical application)
* Ability to handle complex cases and deliver enforcement actions
* Skilled in partnership working and customer engagement

* HHSRS Competency Certificate
* CIH Membership
* Budget management experience

* Ability to lead, coach and develop staff
* Excellent organisational and decision-making skills
