Housing Strategy & Policy Lead — Interim Contract

Day Rate: £550 per day (umbrella)
Duration: 6 months
We are seeking a seasoned professional to lead and inspire transformation in a fast-paced environment, championing innovative policy development that delivers tangible improvements for residents for a London local authority
Overview
As Housing Strategy & Policy Lead, you will provide high-level expertise to shape and deliver forward-thinking housing strategies. Working at the intersection of leadership and delivery, you’ll guide a dynamic team and collaborate across disciplines to address challenges, implement change programmes, and help define best practice.
Lead the development of evidence-led policies and practice, ensuring housing strategies align with organisational objectives and deliver real value for residents.
Advise senior leaders on strategic decisions involving service delivery, budget optimisation, and programme implementation.
Oversee multi-disciplinary projects, including complex and sensitive assignments, maintaining a keen focus on quality and resident engagement.
Drive transformation initiatives, ensuring alignment with the Social Housing Act and active participation from stakeholders and residents.
Manage a culture of continuous improvement, championing academic rigour, creative problem-solving, and innovative policy direction.
Mentor and matrix manage staff, fostering high performance and professional growth.
Engage with stakeholders at all levels—internally and externally—advocating best practice and influencing policy direction.
Experience and Skills
Educated to degree level or possesses equivalent professional experience
Extensive background in leading corporate policy design and delivery at senior levels
Deep understanding of the challenges and priorities facing local government and the public sector
Proven expertise navigating complex, politically led environments
Demonstrated success in managing and motivating multi-disciplinary teams
Highly skilled communicator, with strengths in research, analysis, project management, and stakeholder engagement
Experience delivering major change programmes and familiarity with project lifecycles and recognised frameworks (e.g., PRINCE2, APM)
Recognised for fostering collaborative and supportive working cultures
Consistent record of achieving results through evidence-based decision-making and innovative problem-solving
Ability to thrive in complex environments and applying critical thinking to support strategic outcomes
Able to demonstrates high emotional intelligence, remaining adaptable and responsive in challenging situations
Champion continuous learning, creativity, service orientation, and flexibility to drive improvement and shape future direction
