Job Description

HSE Manager - Upper Tier COMAH - Essex - £65-70k + bonus

We’re partnering with a leading operator in the bulk liquid storage and energy infrastructure sector to recruit an HSE Manager for a key UK terminal. This is a fantastic opportunity to join a business that plays a critical role in supporting the chemicals, fuels, and energy transition markets.

Operating on a COMAH-regulated site, this role will see you take ownership of health, safety and environmental performance, working closely with site leadership to drive continuous improvement and ensure full regulatory compliance.

The Opportunity

This position offers a unique platform for:

  * An experienced HSE Advisor with COMAH exposure looking to step up into a management role, or

  * An established HSE Manager looking to lead a small team and make a tangible impact on site performance

Longer term, there is clear opportunity to develop into a broader, corporate-level HSEQ role.

Key Responsibilities

  * Act as the competent HSE authority for the terminal, supporting leadership on all HSE matters

  * Ensure compliance with COMAH, environmental legislation, and corporate standards

  * Develop and implement HSE strategies, policies, and systems

  * Drive process safety performance, supporting the prevention of major accident hazards

  * Lead incident investigations, ensuring root causes are identified and actions implemented

  * Oversee risk assessments (COSHH, fire, manual handling, DSE, etc.) and safe systems of work

  * Support contractor management, permits to work, and safe execution of maintenance/projects

  * Engage with regulators and support reporting requirements (e.g. RIDDOR)

  * Monitor and report on HSE KPIs, driving continuous improvement initiatives

  * Lead and develop a small HSE team, fostering a strong safety culture

About You

  * NEBOSH Diploma (or at least NEBOSH General) with active IOSH membership

  * Experience within a COMAH / high-hazard environment (chemicals, oil & gas, storage, energy, etc.)

  * Strong knowledge of UK HSE legislation and process safety principles

  * Experience leading or supporting incident investigations and audits

  * Confident communicator, able to influence stakeholders from shop floor to senior leadership
