Justice Caseworker
Location: HMP Elmley (Canterbury Probation)
Contract: Permanent
Hours: 9am – 5pm, Monday to Friday
Salary: £26,570 – £27-128 per annum (dependent on experience)
The Role
We are seeking a dedicated and empathetic Justice Caseworker to join our clients team delivering the HMPPS Creating Future Opportunities (CFO) programme across the South East. This role involves supporting participants both in custody and within the community, helping them to overcome barriers to resettlement and guiding them towards sustainable employment and independence.
As a CFO Support Worker, you will manage a caseload of participants with complex needs, providing tailored interventions, advice, and guidance. You’ll play a crucial role in supporting individuals’ rehabilitation journeys by helping them to build confidence, gain skills, and achieve personal and professional milestones.

Key Responsibilities:
· Build positive, trusting relationships with participants to support engagement and motivation throughout their journey.
· Provide person-centred support that addresses individual barriers to learning, employment, and resettlement.
· Deliver consistent “through-the-gate” support, ensuring participants receive continuity of care before and after release.
· Empower participants to take ownership of their goals and develop life skills to support independent living.
· Promote a positive attitude towards rehabilitation and social reintegration.
· Manage a caseload of participants, ensuring high-quality delivery of induction, assessment, and personalised action plans.
· Support participants in achieving education, training, and employment milestones both in custody and the community.
· Coordinate and record progress using the CATS+ and P-Nomis case management systems, maintaining full compliance with data and reporting requirements.
· Collaborate with internal teams and external partners to ensure effective transition planning and holistic support.
· Organise and facilitate pre-release meetings, including three-way sessions and Release on Temporary Licence (RoTL) arrangements.
· Support delivery at CFO Evolution Community Pop-Up Hubs, ensuring accessibility and engagement across community settings.
· Build and maintain strong relationships with prison staff, probation teams, community partners, and local employers.
· Actively identify and coordinate partner delivery opportunities to enhance participant support.
· Represent the organisation positively within custodial and community settings, promoting collaboration and consistency of service.
· Maintain accurate and up-to-date records in line with organisational and contractual standards.
· Participate in regular case reviews, supervision, and training to continuously develop professional practice.
· Support organisational quality standards, compliance, and safeguarding requirements.
· Contribute to a culture of continuous improvement by sharing best practice, ideas, and feedback.
· Ensure health and safety, equality, diversity, and inclusion standards are upheld at all times.
Essential Criteria:
· Understanding of the barriers faced by prison leavers and individuals with complex needs.
· Proven experience managing caseloads and supporting individuals to overcome personal and vocational challenges.
· Excellent communication, motivational, and interpersonal skills.
· Ability to manage challenging behaviour and maintain professional boundaries.
· Strong organisational and time management skills with the ability to meet targets.
· ICT proficiency, including Microsoft Office and experience with database systems.
· Level 2 English and Maths (or equivalent).
· Enhanced DBS check and prison vetting clearance.
· Access to own transport and full UK driving licence.
Desirable Criteria:
· Level 3 Information, Advice and Guidance (IAG) qualification.
· Level 3 Award in Education and Training (AET) or PTLLS.
· Experience of working within the criminal justice or rehabilitation sector.
· Previous experience of partnership working with multi-agency teams.
· Demonstrable understanding of continuous improvement and reflective practice
