Land & Property Surveyor
Location: Town Hall, CV11 5AA

Contract Duration: 6+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week
Pay Rate: £ 21.52 per hour

Responsibilities
• Assist in the management of the Council’s commercial property portfolio and the acquisition/disposal of land and property interests.
• Support the Council’s self-build initiative through acquisition of development sites and resolving site constraints/issues preventing or restricting development.
• Assist the Team Leader in supervising and coordinating designated work groups or project teams associated with property-related matters.
• Act as the Authority’s nominated property valuer.
• Contribute to the delivery and review of service standards, quality, and performance targets in alignment with the Corporate Delivery Plan and Service Unit Business Plan.
• Support the development and delivery of the Council’s Asset Management strategy.
• Serve as a Service Contact for property valuation for Elected Members and attend Cabinet as required.
• Foster an open environment within the Division and Service Unit, ensuring team support and involvement.
• Represent the Team Leader and Service Manager at meetings as required.
• Utilize available technology to enhance communications within the division, Service Unit, and the Council.
• Ensure compliance with the Council’s policies on Health and Safety, Equal Opportunities, Customer Service, Discipline and Grievance, and other corporate policies.
• Undertake personal development to fulfill the duties and responsibilities of the role, including maintaining CPD requirements of the RICS.
• Prepare, undertake, and manage the disposal of land and buildings surplus to the Council’s requirements.
• Manage land acquisition under Compulsory purchase powers.
• Provide professional land and property management and valuation advice to other service units.
• Assist in the corporate approach to land and property management with professional advisors and relevant service units.
• Identify opportunities to generate capital receipts from the disposal of Council land and property assets.
• Provide advice and support regarding valuations of Council land and property, including Right to Buy valuations.
• Negotiate acquisitions, easements, leases, licenses, wayleaves, rights of way, and other agreements as required.
• Develop and maintain relationships with partners, land/property owners, agents, and stakeholders.
• Contribute to Member training and service-related property issues.
• Manage a caseload appropriate to the grade.
• Coordinate teams and external interests to optimize the use of the Council’s land and property assets.
• Identify and deliver property-based initiatives to generate capital receipts and revenue streams.
• Ensure payment, reconciliation, and correct allocation of capital receipts.
• Assist with the development and delivery of the Council Capital and Asset Management Strategy.
• Conduct site visits and liaise with tenants on matters such as rent, leases, and arrears.
• Champion Health & Safety across areas of responsibility.
• Evaluate, recommend, and authorize the procurement of outside contractors for specialist valuations and systems.
• Manage multi-disciplinary projects involving external agencies and be responsible for the performance of others involved in the project.
• Coordinate and develop partnerships with officers and Members to deliver strategy.
• Occasionally represent the Service Manager at meetings.
• Undertake other duties appropriate to the grading of the post.
Person Specification
• Experience in estate management.
• Experience undertaking valuations of industrial, commercial, and residential land and property.
• Experience negotiating land sales, purchases, wayleaves, licenses, leases, etc.
• Experience managing a mixed commercial property portfolio.
• Experience in Asset Management and implementing an Asset Management Plan.
• A degree qualification in Estate Management or equivalent subject.
• Full membership of the Royal Institute of Chartered Surveyors (Valuation or Commercial Property Faculty) or willingness to work towards it.
• Possession of IOSH or equivalent Health and Safety qualification or willingness to work towards it.
• Good negotiation skills.
• Good communication skills, both oral and written.
• Ability to work on own initiative.
• Ability to monitor and report performance.
• Knowledge of local authority functions (desirable).
• Ability to use Estate/Asset Management computer software and Microsoft Office (desirable).
• Enthusiastic in promoting the Borough.
• Willingness and ability to work and share ideas in a team situation.
• Understanding and commitment to the Council’s Core Values and Vision.
• Willingness to work out of normal office hours when required.
• Preparedness to support the work of other teams and contribute to corporate activities.
• Full driving license and access to personal motorized transport.
• Good attendance record.
