O&M Package Manager required for a major Offshore Wind Developer based in The United Kingdom.
Responsibilities
Provide HSE leadership throughout the project development and delivery phases, identifying critical operability concerns and playing a key role in the completion of Design Risk Assessments, as well as HAZID and HAZOP studies. Contribute to the project HSSE performance through design and implementation to eliminate or reduce risks during construction, operation and maintenance phases.
Accountable for identifying, assessing, managing and mitigating the project's O&M risks, delivering residual risk registers to the relevant parties.
Provide leadership to more junior members of the O&M package and set direction for the incoming O&M organisation post-construction.
Define, develop and successfully manage O&M interfaces with the rest of project packages and functions.
Undertake tender document preparation, bid reviews and evaluations, contract negotiation and complete contract execution, including claim management up to hand over to the operation team.
Ensure that the O&M requirements are developed, correctly communicated, and embedded during the project development.
Be the focal point for technical and commercial discussions related with all O&M related contracts, providing the due technical O&M knowledge to all equipment supply package and O&M contracts negotiations.
Accountable for the analysis of lifecycle costs, including O&M inputs to CAPEX cost-benefit decisions and ensuring accurate OPEX valuations are prepared.
Accountable for forecasting O&M staffing requirements and working closely with the Operations Maintenance Agreement (OMA) operator to define the optimal O&M organisation for the operational asset.
Work closely with main asset packages and the quality manager, and participate in quality walkdowns (FATs, SATs, HATs) to ensure required quality standards.
Accountable for planning and managing the project's O&M ramp-up phase, in close cooperation with the OMA operator, to ensure that any open points, snagging items and non-conformities are managed efficiently ensuring the lowest impact possible.
Oversee the OMA provider in developing the project handover plan and ensuring a safe and orderly transition into an optimised operational asset.
Maintain oversight of the OMA operator during the construction phase to ensure all operational readiness obligations are achieved, and ensuring the OMA operator has appropriate plans, policies, systems and personnel in place to take operational control of the asset in accordance with the project programme.
Requirements
Masters in engineering with 10 years' experience and knowledge in Operations & Maintenance phases of offshore wind projects.
Good knowledge of current health, safety and environmental legislation.
Significant and in-depth experience in Project Management of O&M activities in offshore wind.
High level of competency in contract management, claims management, negotiation techniques and dispute resolution methodologies.
Highly motivated individual with a positive attitude ensuring adequate interfaces, controls and communication are established and maintained in all aspects of project management.
Ability to identify a problem or conflict, identify potential solutions and evaluate the solutions leading to a recommendation for the optimum solution
