Exciting Opportunity for a Manager - Passenger & Transport Services in Leicester As the Manager - Passenger & Transport Services, you will provide decisive and effective leadership to a large multidisciplinary team responsible for the delivery of safe, efficient, and inclusive transport services across Leicester. With responsibility for over 200 employees and a budget exceeding £8 million, this is a pivotal role at the heart of passenger transport for vulnerable users, including those with SEND requirements. You will lead strategic service development and operational excellence, ensuring that services are modern, compliant, and customer-focused. Your leadership will directly shape outcomes for families, schools, carers, and the wider community-delivering transport services that people rely on every day. The main duties of the Manager - Passenger & Transport Services are: ·Lead and manage approximately 200 staff, driving team performance and fostering a high-trust, inclusive culture. ·Oversee and develop the delivery of specialised passenger transport services across the city and out-of-county, ensuring safety, quality, and statutory compliance. ·Manage an operational and staffing budget of over £8 million, ensuring services deliver value for money. ·Implement business support systems, monitor performance metrics, and lead risk management and health & safety compliance. ·Act as lead representative at regional and national partnership meetings, ensuring local authority requirements are effectively voiced. ·Handle complex stakeholder interactions, including safeguarding reviews, complaints, and inter-agency collaboration. ·Drive innovation and continuous improvement through digital systems, strategic planning, and performance coaching. The Manager - Passenger & Transport Services will have key experience in: ·Senior-level leadership of large, multidisciplinary operational teams, preferably within local government or regulated environments. ·Managing substantial budgets with proven financial accountability and forecasting skills. ·Delivering effective multi-agency partnership working and leading service-level negotiations. ·Deep understanding of SEND transport challenges, safeguarding principles, and legislation. ·Knowledge of risk, health & safety, vehicle operations, and quality assurance frameworks. ·High-level IT proficiency, analytical capability, and comfort with digital service transformation. ·HNC/HND or equivalent in management, business support, civil engineering, or a related field (desirable).
