The Opportunity
A rare and exciting opportunity has arisen for an experienced Planning and Consenting Manager to join a major UK infrastructure programme. This newly created role comes as part of a strategic expansion to strengthen planning, environmental, and marine consenting capabilities across the project.
As the Planning and Consenting Manager, you’ll lead all aspects of planning, licensing, and environmental compliance across both terrestrial and marine environments. Working in close collaboration with client-side teams, technical specialists, and delivery partners, you’ll ensure every application and permit is expertly prepared, compliant, and delivered on schedule.

Your duties and responsibilities will be
Lead and manage the full lifecycle of planning and consenting activities across terrestrial and marine environments.
Coordinate and submit planning applications, marine consents, exemptions, and associated documentation.
Oversee Environmental Impact Assessments (EIA) and manage related technical submissions.
Develop and deliver consultation strategies, liaising with regulators, planning authorities, and environmental agencies.
Maintain the Planning and Consenting Risk Register, identifying risks and mitigation measures.
Support appeals, reviews, and any legal processes related to planning and consenting.
Provide expert planning and environmental advice to project leadership to ensure compliance and timely delivery.
You will have the following qualifications & experience:
Degree in Town Planning, Environmental Management, Marine Planning, Environmental Science, or a related discipline.
Chartered Membership of a relevant professional body (RTPI, IEMA, or equivalent) — or working towards it.
Proven experience managing complex planning and consenting processes for major or nationally significant programmes.
Strong understanding of UK planning systems, marine licensing regimes, and environmental permitting processes.
Demonstrated ability to manage EIAs, applications, and environmental compliance.
Excellent stakeholder management and consultation skills.
Strong project management skills, including risk and schedule reporting.
It’s great if you also have the following
Experience working on large-scale or regulated infrastructure projects.
Familiarity with multi-agency planning processes and governance frameworks.
Knowledge of judicial review and planning appeals procedures.
