Job Description

Programme Manager Location: Barnsley (3 days in office) Client: Barnsley Metropolitan Borough Council Contract Type: Temporary (4 months) Hours: Full time Salary: £31.80 per hour (Umbrella) About the Role We are seeking an experienced Programme Manager to join the Early Start and Families Service. This role focuses on delivering key projects related to Family Hubs and Early Years Childcare, supporting the council’s transformation agenda and aligning with the national Giving Every Child the Best Start in Life Strategy. The successful candidate will lead the Families Hubs Transformation Plan and contribute to service delivery improvements, working collaboratively with internal and external stakeholders. Key Responsibilities Lead and manage the development and delivery of strategic programmes and projects. Drive service transformation and change management initiatives. Coordinate multi-agency work to ensure coherent strategies and operational approaches. Develop and implement early help and prevention interventions. Represent the council at regional and national meetings as the Programme Lead. Support service managers with business cases and project proposals. Manage budgets and maximise external funding opportunities. Ensure robust quality assurance and data maturity frameworks are in place.Experience & Knowledge Proven experience in programme and project delivery with measurable outcomes. Strong background in service transformation and contract management. Experience working within political environments and leading service redesign. Knowledge of safeguarding, data protection, and early intervention frameworks. Understanding of outcomes-based accountability and performance evaluation.Skills & Competencies Excellent communication, negotiation, and stakeholder engagement skills. Strong organisational and time management abilities. Skilled in producing high-quality reports and documentation. Ability to manage change and develop strategies and policies. Comfortable working at senior levels and in complex partnership environments.Additional Requirements Willingness to work flexibly and undertake travel as required. Commitment to continuous professional development. Alignment with the council’s values and behaviours.
