Job Description

Role: Programme Manager - Adults & Children's Social Care Type: Interim/Contract Salary: Up to £700 per day (Inside IR35) Hybrid: Occasional travel Location: London Sellick Partnership is partnering with a local authority to recruit a Programme Manager in Adult's & Children's Social Care on an interim basis. The responsibilities of the Programme Manager will be: Leading organisational redesign and transformation projects across both Adult's and Children's Social Care. Managing multi-disciplinary project teams to deliver cultural and operational change. Overseeing delivery of complex projects and programmes to agreed timescales, budgets, and objectives. Managing programme budgets ranging from £100K-£1m in line with governance processes. Driving service redesign, co-designing solutions, and embedding sustainable change across directorates. Leading project governance, risk management, and reporting through the corporate PMO framework. Building strong stakeholder relationships with executive directors, service leads, partners, and external agencies. Line managing project staff and developing the Programme Management Office function. The ideal candidate for the Programme Manager role will have: Extensive experience in programme and project management within local government or the wider public sector. A strong track record of delivering service redesign, transformation, and change management programmes. Experience working across Adult Social Care (ASC) and Children's Social Care (CSC). Strong political awareness and knowledge of current local government policy and funding challenges. Skilled in both Agile and Waterfall methodologies. Excellent communication and influencing skills, with the ability to lead and motivate diverse teams. Proven ability to deliver savings and efficiencies while improving service outcomes. Degree-level education or equivalent professional experience.
