Job Description

Property Specialist Location: County Hall, High Street, Newport, PO30 1UD Start Date: ASAP Contract Duration: 5+ Months Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week Pay Rate: £ 60.59 per hour  Job Ref: OR10238 Responsibilities Deliver the strategy for the Council’s land and property assets – management, acquisition, and disposal. Provide strategic direction on estate optimisation, acquisitions, disposals, and capital investment in accordance with strategy and policy direction adopted by the council. Drive asset performance through data-led decision-making, lifecycle planning, and risk management. Ensure effective governance of property-related decisions including business case development and investment appraisal. Provide leadership direction and support to the property services division, ensuring that the right skills, knowledge, and expertise are in place and aligned to strategic and operational priorities for the effective management of land and property assets. Embed a culture of continuous improvement, innovation, and customer focus across the property function. Act as a senior advisor to the PFR committee and Corporate Management Team on all property-related matters. Person Specification Extensive senior leadership experience in property, estates, or asset management. Proven track record of delivering complex property strategies and capital programmes. Strong commercial acumen and understanding of property law, finance, and governance. Exceptional leadership, communication, and stakeholder management skills. Relevant professional qualification (e.g., MRICS, MCIOB, or equivalent).
