Quantity Surveyor – Water Utilities
Role Purpose
The Quantity Surveyor is responsible for the commercial management of water utility infrastructure projects, ensuring that projects are delivered within budget while maximising value and maintaining contractual compliance. The role supports the delivery of clean water, wastewater, sewerage, treatment works, pumping stations, pipeline, and network infrastructure projects from pre-construction through to final account.
The Quantity Surveyor will work closely with project managers, engineers, clients, subcontractors, and commercial teams to manage costs, mitigate risks, and support successful project delivery.
Key Responsibilities
Commercial Management
* Manage the commercial aspects of multiple water utility projects.
* Prepare, monitor, and report project budgets and cost forecasts.
* Produce accurate cost reports and cash flow forecasts.
* Measure and value completed works.
* Monitor project profitability and identify opportunities for cost savings.
* Support financial reporting and month-end commercial processes.
Contract Administration
* Administer contracts including NEC3/NEC4, IChemE, or other standard forms as applicable.
* Prepare and manage compensation events, early warnings, variations, and change control.
* Review subcontract agreements and ensure compliance with contractual obligations.
* Maintain accurate commercial records and documentation.
Cost Control
* Monitor project expenditure against budgets.
* Identify commercial risks and opportunities.
* Assist project teams with value engineering initiatives.
* Support cost planning throughout project lifecycles.
Valuations and Payments
* Prepare interim applications for payment.
* Assess subcontractor payment applications.
* Agree variations and final accounts.
* Manage retention and payment certification.
Risk Management
* Identify commercial risks affecting project delivery.
* Support mitigation strategies.
* Maintain commercial risk registers.
* Ensure contractual entitlements are protected
Essential Qualifications
* Degree in Quantity Surveying, Commercial Management, Construction Management, or a related discipline.
* Valid UK driving licence (site travel is required).
Essential Experience
* 3–7 years' experience as a Quantity Surveyor.
* Experience working on civil engineering or infrastructure projects.
* Knowledge of water utility projects
* Experience administering NEC contracts.
* Experience preparing valuations, variations, and final accounts.
