Orchard Recruitment is working with a well renowned and respected construction company who undertake a wide range of projects up to £50m who are looking to appoint a Regional Health & Safety Manager for the North East Region Role Overview The Senior HSE Manager is responsible for implementing and overseeing the company’s Health, Safety, Environment, and Quality (HS&E) strategy across projects within their assigned region. The role ensures compliance with legal, regulatory, and client requirements, while fostering a strong safety and quality culture. The Senior HS&E Manager, manages and mentors regional HS&E teams, drives continuous improvement, and provides assurance to senior leadership that projects are delivered safely. Key Responsibilities Health & Safety Implement and oversee the company’s Health & Safety policies, ensuring alignment with corporate objectives. Conduct site inspections, audits, and risk assessments across regional projects. Lead investigations of incidents, accidents, and near-misses, ensuring corrective actions are implemented. Support project teams in hazard identification and safe work planning. Deliver safety inductions, toolbox talks, and awareness campaigns across the region. Environment Ensure compliance with environmental legislation, permits, and sustainability commitments. Support project teams in reducing environmental impact (waste, emissions, water/energy use). Promote and implement environmental awareness and sustainability initiatives. Monitor regional environmental performance and escalate key issues where necessary. Quality Implement and maintain the Quality Management System (QMS) across regional projects in line with ISO 9001, ISO 14001, and ISO 45001. Conduct regional quality audits, inspections, and reviews. Ensure non-conformances are identified, tracked, and closed out effectively. Monitor compliance with specifications, client requirements, and industry codes. Drive initiatives to improve quality culture and prevent rework. Leadership & People Lead, manage, and mentor HS&E professionals within the region. Provide coaching and support to project managers and supervisors on HS&E leadership. Support workforce engagement and promote accountability at all levels. Lead regional HS&E meetings and represent the company on client or regulatory forums. Reporting & Compliance Maintain accurate records of audits, incidents, training, and certifications. Track and report regional HS&E KPIs to corporate leadership. Prepare and deliver regular HS&E performance reports to senior management and clients. Ensure compliance with corporate policies and all relevant legislation. Qualifications & Experience Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field (preferred). NEBOSH International Diploma, IOSH, , or equivalent recognized HS&E certification. Minimum 7–10 years’ HS&E experience in the construction industry, with at least 3 years in a leadership role. Strong working knowledge of ISO standards, ISO 14001, ISO 45001). Demonstrated experience leading audits, investigations, and compliance programs. Proven ability to manage multiple projects and stakeholders across a region. Experience of Incdient investigation using root cause analysis tools Skills & Competencies Strong leadership and influencing skills with the ability to engage at all levels. Excellent knowledge of construction-related HS&E legislation and best practices. Analytical and problem-solving mindset with attention to detail. Strong written and verbal communication skills, including report writing and presentations. Ability to coach, mentor, and develop teams. Proficient in MS Office and HS&E management systems/software.
