Job Description

Job Title: Rent Officer (Income Officer) Reports to: Head of Housing Services Location: London (with flexibility for hybrid working) Contract: Full-time, Permanent Purpose of Role This role is for a leading housing association based in London, responsible for delivering high-quality affordable housing and temporary accommodation services across the city. The Rent Officer will take full responsibility for the collection and management of all rental income across the organisation’s housing stock. The postholder will maximise income collection, minimise arrears, and support tenants to sustain their tenancies, ensuring financial viability and full compliance with regulatory standards. Key Responsibilities Rent Collection & Arrears Management * Proactively monitor rent accounts daily to ensure timely payment. * Contact tenants promptly regarding missed payments via phone, letters, emails, or home visits. * Negotiate and agree realistic repayment plans, taking an empathetic but firm approach. * Manage and progress arrears cases through appropriate stages, including pre-legal and legal action. * Serve notices (e.g., NTQ, NOSP) and prepare cases for court or tribunal as required. Rent Setting & Adjustments * Implement annual rent reviews and service charge updates in line with the Rent Standard and tenancy agreements. * Ensure accurate rent schedules and statements are issued to tenants. * Process adjustments for Housing Benefit and Universal Credit payments promptly. Reporting & Compliance * Produce detailed weekly, monthly, and quarterly reports on rent collection performance, arrears levels, and trends. * Provide updates to senior management and the Board, identifying high-risk cases and recommending strategies. * Support regulatory returns and compliance reporting (e.g., submissions to the Regulator of Social Housing). Tenant Liaison & Support * Provide clear advice and support to tenants regarding rent payments and arrears. * Assist tenants with Housing Benefit and Universal Credit claims, including Alternative Payment Arrangements (APAs). * Signpost tenants to debt advice, welfare support services, and community resources as appropriate. System & Record Management * Maintain accurate and up-to-date rent records on Arthur (or other housing management systems). * Reconcile rent accounts in coordination with finance teams. * Process Housing Benefit schedules and Universal Credit landlord payments correctly and on time. Key Skills & Attributes * Excellent numeracy and analytical skills. Strong communication and negotiation skills, with the ability to balance firmness and empathy. * Detailed knowledge of Housing Benefit, Universal Credit, and general welfare systems. Understanding of the Rent Standard and relevant tenancy legislation. * Proficiency with housing management systems (preferably Arthur). * Strong organisational and record-keeping abilities. Experience & Qualifications * Proven experience in rent collection or income management within a social housing or private housing context. * Experience managing legal processes for arrears recovery. * Knowledge of welfare benefits and tenant support strategies. * Qualification in housing or income management (e.g., CIH Level 3 or equivalent) desirable but not essential. Key Performance Indicators (KPIs) * Rent collection rate target (e.g., above 98%). * Arrears are maintained below the agreed percentage of the annual debit. * Number of cases resolved without legal escalation. * Timeliness and accuracy of reporting to management and the board. Additional Information This role is crucial to the financial health of the organisation and the sustainability of our communities. The Rent Officer is expected to work collaboratively with Housing Officers, the finance head, and compliance teams, while taking full personal accountability for rent and income outcomes
