Key Accountabilities:
The Resilience Officer role is central to ensuring Camden is prepared for, can respond to, and recover from emergencies that may impact our community.
Working under the framework of the Civil Contingencies Act 2004, the Resilience Officer will work to support Camden’s residents by developing and maintaining robust emergency plans and arrangements, coordinating business continuity strategies, and supporting partnerships both internally and more widely.
By engaging with internal teams, external agencies, and the public, the role strengthens Camden’s ability to manage risks, from natural hazards to major incidents, ensuring services remain operational and communities are supported during times of crisis.
The role requires participation in a 24/7 on-call rota as an on-call Resilience Advisor.
Ultimately, this role contributes to a safer, more resilient Camden, where residents can feel confident that their Council is ready to protect and assist them when it matters most.
Risk & Compliance
* You’ll ensure the Council can demonstrate compliance with the Civil Contingencies Act 2004 as well as local Resilience Standards for London, identifying gaps in compliance and working to address any identified gaps.
* You’ll work to horizon scan risks related to potential emergencies in Camden and perform risk analysis and mitigation measures working with a range of stakeholders.
* You’ll ensure key capabilities are in place and always maintained for use through a robust review and testing programme.
* You’ll lead on specific plan development and review, ensuring robust written plans are in place to cover both specific and generic events and situations.
Business Continuity
* You’ll work with internal services to continuously improve business continuity planning, ensuring all services have identified critical services and developed arrangements to continue delivering services to residents during times of disruption.
Training & Exercising
* You’ll design and deliver effective training programmes, for example, for those who are part of our emergency response team, as well as colleagues across service areas.
* You’ll develop and deliver exercises for use across the Council to test arrangements and support the identification of lessons learnt during exercising to inform plans and arrangements.
* You’ll also lead or support training and exercising delivery in external environments, such as with community organisations or local businesses, as well as supporting joint events with emergency service partners.
Partnerships & Culture
* You’ll develop strong relationships with colleagues from across the Council, working to develop a culture of resilience across the diverse range of services Camden provides for its residents, and provide advice and support on all aspects of resilience.
* You’ll develop relationships with external agencies, including emergency service partners, other responding organisations, London Resilience and others.
* You’ll engage with community organisations, voluntary groups and local businesses to promote preparedness and build community resilience.
Continuous Improvement
* You’ll lead on identifying lessons following emergency events, exercising, national or local inquiries or other sources, ensuring action is taken to demonstrate improvement and provide assurance.
* You’ll identify, design and deliver projects to enhance Camden’s capabilities, taking on lead responsibilities and both managing projects independently and working with the wider team.
Professional Standards & Reporting
* You’ll maintain your own competency in line with the National Occupational Standards for Resilience and Emergencies and other local standards.
* You’ll maintain accurate records, provide reports, analyse data and contribute to statutory returns.
