Expedius Care Ltd, a subsidiary of Expedius Properties Ltd, is a new and ambitious organisation dedicated to delivering outstanding children’s residential care.
Building on Expedius Properties’ strong national reputation for providing high-quality accommodation and support to care leavers, Expedius Care has been established to expand into the children’s homes sector, combining proven operational excellence with a fresh, forward-thinking approach to residential childcare.
We are now preparing to launch our first Ofsted-registered children’s home in Streatham, London Borough of Merton, supporting up to four children aged 8–18 with Emotional and Behavioural Difficulties (EBD).
As we take this exciting step, we are seeking a Responsible Individual to play a crucial role in the successful setup and registration of our first home and to help shape the long-term growth and governance framework of the business as we expand nationally.
The Role
The Responsible Individual will play a pivotal role in establishing and overseeing the quality assurance and compliance framework for Expedius Care’s children’s residential services.
You will provide strategic leadership, governance, and regulatory oversight to ensure the home — and future services — consistently meet and exceed the requirements of The Children’s Homes (England) Regulations 2015, the Quality Standards, and Ofsted expectations.
As the senior figure responsible for driving excellence across the organisation, you will guide and support the Registered Manager, ensuring robust systems are in place for safeguarding, staff development, risk management, and continuous improvement.
Key Responsibilities
Pre-Registration
• Support the Ofsted registration process and represent the provider as the nominated Responsible Individual.
• Oversee preparation of key documents including the Statement of Purpose and Policies and Procedures.
• Ensure the home, staffing, and governance arrangements meet Ofsted’s fit person and registration requirements.
Post-Registration
• Lead on governance, quality assurance, and compliance, ensuring robust systems for monitoring, auditing, and continuous improvement.
• Maintain oversight of safeguarding, health and safety, and regulatory reporting (Regulation 44 and 45).
• Provide strong direction and professional challenge to the Registered Manager, ensuring safe, high-quality, child-centred care.
• Ensure managers, directors, and staff are well trained and equipped to meet Ofsted expectations and industry best practice.
• Liaise effectively with Ofsted, local authorities, and safeguarding partnerships.
• Drive strategic growth by shaping governance systems for future homes.
About You
We’re looking for a highly experienced leader with a deep, practical understanding of Ofsted expectations and industry best practice — someone who can embed excellence across the entire organisation.
Essential Requirements:
• Proven experience as a Responsible Individual, Operations Manager, or Senior Registered Manager in children’s residential care.
• Strong track record of achieving ‘Good’ or ‘Outstanding’ Ofsted outcomes.
• In-depth understanding of Children’s Homes Regulations 2015, Quality Standards, and inspection processes.
• Demonstrated ability to build and maintain effective governance and quality assurance frameworks.
• Excellent leadership, communication, and mentoring skills.
• Ability to train and support others to meet regulatory and quality standards.
Desirable:
• Level 5 or 7 qualification in Leadership and Management (or equivalent).
• Experience supporting children with EBD, trauma, or attachment difficulties.
• Multi-site or regional leadership experience within residential childcare.
