Job Description
Revenue and Debt Service Manager
Location: North London
Rate: £40.44 per hour (umbrella)
A North London Local Authority is seeking an experienced Revenue and Debt Service Manager to join their team on an interim basis.
Key Responsibilities:
Lead the administration, collection and enforcement of all Council debts.
Directly manage the in-house Council Tax service, ensuring maximised collection rates.
Oversee the outsourced NNDR (National Non-Domestic Rates) service, managed by Capita.
Support the Head of Revenue and Debt in driving continuous service improvement, operational efficiency and strategic development.
Lead on budget management, governance, quality assurance, and service planning across Revenue and Debt operations.
Ensure high-quality, customer-focused delivery across multiple channels — face-to-face, telephone, and online.
Provide effective management and oversight of:
Outsourced NNDR enforcement
Civil enforcement services
Printing services
Legal proceedings related to debt collection
Essential Skills and Experience:
Substantial experience in Council Tax and NNDR administration and enforcement.
Proven leadership in a local government or similar public sector environment.
Strong commercial awareness and experience managing outsourced contracts.
Strategic thinker with the ability to balance operational delivery and long-term improvements.
Exceptional communication skills with a commitment to resident-focused service deliveryBefore You Apply
