We are seeking an experienced and forward-thinking Revenues Operations Manager to join our proactive Revenues & Benefits service. This is a fantastic opportunity for a senior professional with strong expertise in Council Tax, Business Rates and service leadership to influence strategic direction, enhance performance, and drive high-quality operational delivery.
In this role, you will provide strategic and operational leadership across Council Tax, Business Rates and Inspections, ensuring effective billing, recovery, income maximisation and compliance with statutory requirements. You will work closely with senior officers, internal partners and external agencies to support continuous improvement, service resilience and customer-focused outcomes.
Key Responsibilities
* Lead the strategic direction of Council Tax, Business Rates and Inspections, ensuring policies, legislation and procedures are applied effectively and reviewed regularly.
* Oversee service performance, ensuring strong collection rates and accurate, timely statutory returns.
* Act as the council’s subject matter expert for Council Tax and Business Rates, ensuring high-quality account administration and income maximisation.
* Work closely with the Valuation Office Agency, Enforcement Agents and internal teams to support accurate billing, recovery, and tax base growth.
* Provide expert advice on legislation, casework and operational risks to inform decision-making.
* Lead, support and manage Team Leaders, setting clear expectations and promoting a high-performing service.
* Manage delegated budgets effectively to support service priorities and value for money.
* Lead the delivery of Business Rates revaluations every five years, ensuring the Rating List remains accurate and aligned with VOA records.
* Contribute to annual billing, year-end processes and the wider Revenues & Benefits operational cycle.
* Drive improvements in productivity, digitalisation, data accuracy and service efficiency using Office 365 and internal systems.
* Promote inclusive, fair and non-discriminatory working practices.
* Take responsibility for staff wellbeing, health and safety and fostering a positive working culture.
* Prepare and present reports to senior leadership and elected members as required.
Key Requirements
* Extensive knowledge of Council Tax and Business Rates legislation and best practice.
* Proven experience leading Revenues teams within a local authority setting.
* Strong interpersonal and consultative skills, with the ability to influence and engage at all levels.
* Experience managing complex service areas and delivering statutory functions to a high standard.
* Ability to provide risk-based advice and manage operational challenges.
* Demonstrated experience in service transformation, change management and business improvement.
* Strong analytical skills, with the ability to use data and management information to shape strategy.
* Confident in delivering presentations, reports and briefings to senior stakeholders.
* Experience in policy development, project management and workforce planning.
