Duties :
Operating the Multi-Agency Children's Hub (MACH) as the "front door" for all new safeguarding referrals and concerns (as detailed in the previous response). This involves screening, information gathering, and initial risk assessment.
Initiating Section 47 enquiries under the Children Act 1989 when there are "reasonable grounds to suspect that a child is suffering, or is likely to suffer, significant harm." This leads to a formal child protection investigation.
Convening Child Protection Conferences if an enquiry concludes that a child is at continuing risk of significant harm. These multi-agency meetings determine if a child needs a Child Protection Plan.
Implementing and reviewing Child Protection Plans, which outline specific actions and responsibilities for the family and various agencies to reduce risk and ensure the child's safety.
Being a key partner in the South Tees Safeguarding Children Partnership (STSCP), alongside Redcar & Cleveland Council, Tees Valley Clinical Commissioning Group, and Cleveland Police. This partnership sets the strategic direction for safeguarding and ensures effective multi-agency collaboration.
Ensuring robust policies and procedures are in place for identifying, responding to, and reporting safeguarding concerns across all council services and partner agencies.
Providing support and guidance to professionals (e.g., via the Local Authority Designated Officer - LADO) when there are concerns about adults who work with children.
Maintaining and publishing a Local Offer for children and young people with Special Educational Needs and Disabilities (SEND) aged 0-25. This is a comprehensive online resource providing information about education, health, and social care services, leisure activities, money and benefits, and pathways to adulthood available in Middlesbrough.
Undertaking assessments of children with disabilities and their families to identify their needs for support and services. This includes considering the needs of parent carers and young carers.
The EHC Plan is a legal document outlining the child's educational, health, and social care needs and the provision required to meet those needs from birth up to age 25.Requirements :
