Experts at Hand Lead (SEND Reform) – Predominantly Remote
We are seeking an experienced Experts at Hand Lead (SEND Reform) to lead the mobilisation and implementation of an innovative SEND support model within a Local Authority. This fixed-term opportunity will play a key role in shaping the graduated response, improving inclusion across mainstream settings, and delivering better outcomes for children and young people with SEND.
Working closely with the Head of SEND, Principal Educational Psychologist (PEP), Integrated Care Board (ICB), and wider education and health partners, you will establish a sustainable multi-disciplinary model that strengthens early intervention and supports schools through collaborative working.
Main Duties:
Lead the mobilisation and implementation of the Experts at Hand model, ensuring readiness for delivery.
Work collaboratively with Education, SEND, Health and ICB partners to develop integrated ways of working.
Establish and embed a multi-disciplinary model including Educational Psychologists, Speech and Language Therapists, Occupational Therapists and Specialist Teachers.
Develop governance, performance monitoring and reporting arrangements to support service delivery.
Promote inclusive practice by strengthening the graduated response and building capacity within mainstream schools.
Monitor service performance, evaluate impact and use data to inform continuous improvement.
Support effective commissioning, resource planning and best use of available funding.
Represent the Local Authority at SEND forums, education events and partnership meetings.
Build strong relationships with schools, settings and partner agencies to ensure successful implementation of the model.
Requirements:
Significant experience within SEND, Education, Health or Local Authority services.
Proven experience leading SEND transformation, service improvement or change programmes.
Strong knowledge of the SEND Code of Practice and inclusive education.
Experience working across multi-agency partnerships and integrated services.
Excellent leadership, communication and stakeholder management skills.
Experience translating strategic priorities into successful operational delivery.
Strong analytical skills with experience using data to monitor performance and improve outcomes.
