We are looking for experienced Senior Civil Enforcement Officer to work for our client based in Havering and surrounding areas.
Duties and Responsibilities for Senior Civil Enforcement Officer:
* To coordinate and supervise the operational element of the Parking Enforcement Team & School Crossing Patrols in accordance with service instructions and operating procedures
* To provide the parking service in accordance with statutory legislation and the Council’s policies to increase compliance with parking restrictions through minimising illegal parking acts through the issue of Penalty Charge Notices (PCNs).
* To develop and maintain a high standard of communication and relationships with internal and external stakeholders and act as ambassadors for the Council
* Manage and monitor the service delivering quality and accurate inputs and outputs in accordance with processes and procedures.
* Ensure the operational functions and the resources of the enforcement operation are effectively and efficiently delivered and managed.

Patrolling on & off-street parking areas on foot or using a Council vehicle checking for vehicles parked in contravention Ensuring parking controls are observed and enforced in a fair, accurate and consistent manner in accordance with prevailing legislation, policies, and procedures.

Ensuring that daily tasks/duties are carried out in accordance with service procedures and operating instructions

Planning and co-ordinating the deployment of CEOs both on- foot and mobile to deliver enforcement both On and Off Street Ability and willingness to work outdoors for extensive periods of time in all weather conditions.

Preparing and updating the Enforcement Plan to ensure the service is delivered to priority areas and those of lower compliance.

Providing witness statements, as required, for consideration by a parking adjudicator.
Working Hours: Post holder will be required to work outside ‘normal’ office hours as required up to 36 hours per week.
Requirements:
* Minimal 5 years operational supervision and experience of undertaking civil parking enforcement both on and off-street using processing software for the issuing of PCNs
* Good working knowledge of parking legislation and relevant codes of practice
* People-management skills, including the ability to deal effectively with staff absence
* Experience of training enforcement officers to ensure that PCNs issued are upheld and cancellations minimised.
* Experience of communicating effectively with members of the public in difficult and challenging situations with the ability to communicate effectively with irate customers who are challenging the issue of PCNs
* Computer literate in Microsoft packages i.e. Excel, Word and Outlook.
