Job Description
ABOUT THE ROLE
We're looking for an experienced and motivated Senior Engineer to join our Schemes & Major Maintenance Team, reporting to the Principal Officer. You'll play a key role in preparing and delivering a variety of highway capital and major maintenance schemes across Halton, ensuring compliance with legislation and best practice standards.
Key Responsibilities Include:
Undertaking surveys, site investigations and safety audits
Conducting feasibility studies, and preparing reports, cost estimates and programmes
Designing highways infrastructure in line with CDM regulations and relevant standards
Evaluating third-party construction proposals
Managing consultants and liaising with stakeholders and the public
Coordinating cross-boundary projects with internal and external partners
Procuring works and managing contracts, including on-site supervision and budget control
Preparing technical and management reports for Senior Management and Council Boards
Contributing to Halton's Highway Asset Management Plan
Providing emergency response and winter maintenance cover (premium payable)ABOUT YOU
We're looking for someone with:
A degree in engineering or a transport-related discipline
Strong knowledge of highway traffic law and infrastructure standards
Practical experience delivering highways projects from inception to completion
Skills in project management, budget monitoring, and bid writing
The ability to evaluate and advise on third-party design submissions
Excellent communication and stakeholder engagement skills
Proficiency in relevant technical software and systems
Experience in a local authority highways environment is highly desirable
A full UK driving licence and access to a vehicleYou'll also be confident representing the Council in a variety of forums, preparing committee papers and reports, and managing complex project requirements with multiple stakeholders.
